The rapid development of construction has brought many problems, which include resource and energy consumption and large amount of waste. Green Construction was proposed against this backdrop in order to solve these problems for the sustainable development of construction. But in recent years, the development of Green Construction was slow in China. The purpose of the paper is to identify factors that are impeding the development of Green Construction a nd to find an incentive mechanism according to the size of the degree of obstruction.The paper summarizes the definition of Green Construction and the development in the world, as well as the technical system including preparation, material supply, construction technology, assessment. Then the evaluation system of obstacle degree is established through the analysis of index. Taking into account the process and participation of Green Construction, the evaluation system is divided into five primary indicators of engineering qualification, economic risk, construction risk, organization management and policy factor. AHP and Fuzzy Comprehensive Evaluation are used in data analysis for the index weight and the degree of obstacles, which can solve the problem of promotion resistance.Finally, the incentive mechanism under the direct guidance of the government is proposed by analyzing the position and relationship of the participants. And the financial incentive mechanism of Green Construction promotion in China is established as well as its application conditions and application methods. At the last of paper, policy recommendations for government decision-making are proposed.
