Study On The Operation Mechanism Of River Chief System In K City,Yunnan Province

After the 18 th Party Congress,the construction of ecological civilization was incorporated into the national strategy.In the report of the 20 th Party Congress,it was pointed out that we should promote green development and the harmonious coexistence of human and nature.General Secretary Xi also proposed the idea of "mountain,water,forest,field and lake" system management.With the rapid development of economic level and the improvement of people’s living standard,people’s demand for living environment is also getting higher and higher.Ecological livability is the key to rural revitalization.The key to ecological livability lies in water quality safety and a healthy water environment.In 2007,after the "cyanobacteria" incident in Taihu Lake,Wuxi,the river chief system was born in an emergency,and the operation of the river chief system made the environment of rivers and lakes improve rapidly.K,an ordinary mountainous county in Yunnan Province,has achieved a rapid improvement of its water environment after the implementation of the river system.However,the fact that city K has a unique geographic and human environment,there are special features in the implementation of the river system,in addition to certain universality of social governance.In this paper,from the perspective of the operation mechanism of the river chief system in city K,guided by the theory of collaborative governance and the theory of policy implementation in public management,using research methods such as literature research method,questionnaire survey method and interview method,taking the practice of river L governance in city K as an example,we firstly analyze the current situation of its river chief system operation,secondly explore the problems and causes,and finally try to explore some countermeasures for the optimization of the river chief system operation mechanism,with a view to enriching Finally,we try to explore some countermeasures to optimize the operation mechanism of the river chief system,in order to enrich the research situation of the river chief system in Yunnan Province and provide some reference suggestions for the implementation of the river chief system,forest chief system,road chief system and other related policies.The main body of this paper is divided into four parts,the first part is the concept and theoretical foundation related to the river chief system,defining in detail the connotation of river chief system,operation mechanism,ecological environment and watershed,and elaborating on the theory of collaborative governance and policy implementation theory;the second part,through questionnaires,interview records,documents and field surveys,summarizes the current situation and effectiveness of the operation of the river chief system in city K;the third part analyzes the operation mechanism of the river chief system in city K The third part analyzes the problems and causes of the operation mechanism of river chief system in K city;the fourth part tries to propose some optimized countermeasures.
