Along with the rapid development of China’s economy and society,as well as the rapid advancement of industrialization and urbanization,China’s rapid growth in energy consumption and increasingly serious environmental problems have become bottlenecks that restrict sustainable economic and social development,and the situation of energy conservation and emission reduction is severe and the task is arduous.As a high pollution,high emission construction industry gradually developed into a key area of energy saving and emission reduction,the promotion of green building is a major initiative of building energy saving,which is of great significance in promoting the construction of ecological civilization,improving the human living environment,promoting economic transformation and upgrading,and promoting the sustainable and healthy development of the construction industry.Currently,the proportion of green buildings in new buildings in urban areas has been included in the national Green Development Index System.In order to accelerate the development of green buildings,national and local governments have introduced a wide range of policies to support the development of green buildings,but few studies have been conducted to clearly explain and quantitatively analyse the paths and effects of different policy tools.In view of this,this paper combines qualitative and quantitative approaches to analyse the pathways of the policy tools for promoting green buildings in China,and puts forward targeted policy recommendations,with a view to providing important theoretical support and pathways for accelerating the development of green buildings in China.Firstly,the main policy tools for green building promotion are identified from a large number of green building policy tools,and green building policy documents from 31 provinces and municipalities across China are used as research objects.The collected green building policy texts are coded using NVivo software,and the software visualization function is used to analyse the coding results to reveal the main policy tools for promoting green building.Secondly,we explore how the main policy tools can be combined to achieve the effect of promoting green building.Thirdly,based on the group state perspective,the fs QCA method is applied to construct and analyse a group state model of the main policy tools for green building promotion,and the group state path of the main policy tools for green building promotion is derived.Finally,the choice of the group state paths of policy instruments for green building promotion in different regional contexts is considered.Based on the TOE framework,a histomorphic model is constructed and analysed for the promotion of green buildings by policy instruments embedded in regional contexts,the impact of policy instruments combined with other external factors on the promotion of green buildings is investigated,the histomorphic paths for the promotion of green buildings by policy instruments embedded in regional contexts are derived,and relevant recommendations for the promotion of green buildings are proposed based on the analysis results.The results of the study show that:(1)the main policy tools for promoting green building include technological innovation,talent cultivation,information support,financial support from developers,legal regulation,consumer subsidies and demonstration and publicity;(2)the main policy tools for promoting green building can be grouped into four modes,namely talent cultivation-driven,legal regulation-driven,developer financial support-driven and(talent cultivation + legal regulation + developer financial support)-driven.(3)There are four paths for policy tools to promote green building under regional environmental embedding,namely technology + environment,technology + human capital-green investment +environment,technology + responsiveness + supply-environmental policy tools and technological innovation input + green investment-responsiveness + environment.(4)Strategies and recommendations for the pro-motion of green buildings are proposed from the perspectives of policy instruments such as supply level,environmental level and demand level,and from the perspectives of different regions such as natural conditions,human conditions and economic conditions.
