With the strategy of "rural revitalization" and the concept of "green water and green mountains",green and livable small towns have gradually become the necessary path of urban development and the direction of urban construction.However,there are problems such as "uncoordinated multi-stage" and "uncombined planning,construction and management" in the construction of green and livable small towns,which need to rely on the advantages of integrated planning and coordinated operation of EPC(Engineering Contracting)mode to reduce the occurrence of problems.However,in actual construction,the evaluation indexes of EPC contractors set by owners are unreasonable,and the selection method is also limited,which leads to the mismatch between contractors’ ability and the requirements of green and livable small towns,and makes it difficult to further solve the problems in the construction of green and livable small towns.Meanwhile,in terms of theoretical research,the existing research results on contractor selection are not applicable to small green and livable towns,and there is still a gap in the academic research on contractor selection in small green and livable towns.In order to solve the above problems,this study establishes evaluation indexes and selection models for contractor selection of green and livable small towns based on the EPC model.First,by analyzing the characteristics of EPC model and green and livable small towns,construction objectives and the real problems encountered in the process of contractor selection,this paper clarifies the new requirements for contractors in green and livable small towns projects under EPC model,and sorts out the systematic broad categories of factors influencing contractor selection as the initial nodes of rooting theory.After that,we analyzed policy documents,research materials,and related literature using the rooting theory,established a contractor evaluation index system for green and livable small town projects under the EPC model,and adopted a questionnaire survey to test and optimize the indexes.Secondly,an improved intuitionistic fuzzy VIKOR contractor selection model was proposed to solve the problem of information loss caused by the vagueness and uncertainty of indicators,and the combination of subjective and objective assignment method was used to improve the indicator weight determination part of the model.At the same time,different weights are assigned according to the information mastery degree of the bid evaluation experts to make the decision-making process more scientific and reasonable.In addition,the advantages of VIKOR method compared with TOPSIS method are explained from both theoretical and numerical aspects,which shows that the evaluation model proposed in this paper is reasonable and scientific.Finally,a small green and livable town is selected as a case study for empirical research,and the evaluation index and model proposed in this paper are used to achieve the preferential ranking of EPC contractors and determine the optimal contractor.Based on the analysis of the actual successful bidder and construction situation of the project,it is proved that the selection model proposed in this paper is scientific and operable,which provides reference significance for the contractor selection decision of the green and livable small town project.
