Research On The Dynamic Mechanism And Planning Strategy Of The Development Of New Rural Communities In Qixian County

In the middle and late stages of urbanization,the original extensive and inefficient development model of supplying cities at the expense of rural interests is no longer in line with the requirements of the times.In order to narrow the gap between urban and rural areas and alleviate the problem of rural hollowing,the state has proposed a new urbanization strategy to realize the urbanization of "people" and promote urban-rural equity.As a way of on-site urbanization,the new rural community is an important starting point for intensive land utilization,industrial modernization,improvement of public facility allocation efficiency,integrated development of urban and rural areas,and rural revitalization.The new rural community is not only the construction of a narrow settlement,but also the reconstruction of the original social system,economic system and spatial system of the rural area,but at present,the construction of the new rural community in underdeveloped areas focuses on the construction of physical space,lack of sustainable development momentum,the occupancy rate is not ideal and the subsequent operation lacks financial support,and the community continues to decline from population size to living quality.Based on these practical problems,how to cultivate the development momentum of new rural communities has become an urgent problem to be solved.This paper provides ideas for the development of new rural communities in underdeveloped areas where agriculture is still the dominant industry.Starting from the direction of rural evolution in Qixian County,the characteristics before and after rural communityization were summarized.It is clarified that the new rural community is different from the traditional rural community and acts as a new role and new requirement for the growth point of the rural area in the urban structure.Then,according to the spatial characteristics and development status of the newly built rural communities,the analysis of community analogy differences was made,and six major dynamic factors affecting development were obtained,and a dynamic mechanism model was established with relocation willingness and residence satisfaction as evaluation indicators.With the help of community theory and foot voting theory,mobile phone signaling data analysis method,GIS analysis method,binary logistics regression model were used to analyze the statutory analysis of external driving force elements,and quantitative analysis of internal driving force.Clarify the role relationship between external driving force policy elements,market factors,planning factors,and internal driving factors,social population factors,environmental construction factors,and industrial development factors.Among them,the internal driving force is the main and the external driving force is the guide,and the two dynamic mechanisms restrict and influence each other,and jointly constitute the dynamic mechanism for the development of new rural communities.The external driving force mechanism regulates the population,industry,supply and demand relationship and characterizes the material space through planning means,and plays a macro guiding role in the internal driving force mechanism.The internal driving force mechanism feeds back the external driving force mechanism,in which community farmers are the basic driving force,industry is the dominant driving force,urban gravity is the secondary driving force,infrastructure is the related driving force,road traffic is the auxiliary driving force,and residential facilities are the direct driving force.We should focus on coupling internal and external driving mechanisms,give full play to the leading role of grassroots village cadres and community elites,extend the industrial chain,and improve the residential environment.Finally,based on the development issues and dynamic mechanism,this paper proposes to deepen the industrial chain and strengthen the leading driving force.Emphasize people-oriented and retain the source of motivation;Optimize the "three-life space" to create direct power;Promote urban-rural synergy and enhance secondary motivation;Improve the top-level design and implement the five strategies of regulating the driving force.The path of activating the internal drive is empirically studied,which provides a path reference for the construction of the same type of new rural community.
