The central heating system is an indispensable infrastructure of the city and an important guarantee to meet the heating needs of residents in winter.In May 2021,a municipal government held a clean heating work conference.The meeting emphasized that the "coal to gas" clean heating work leadership group is responsible for listing the planned projects,scheduling the construction period,and ensuring the timely completion of the urban clean heating project construction work.The expansion project of a thermoelectric heat source is a key centralized heating project in a certain city.The entire life cycle faces many risks,especially in the construction process,facing practical problems such as long construction cycles and high construction difficulty,which increases project risks.Solving these problems will help the smooth implementation of the project.Therefore,under the guidance of project risk management theory,identify the risk and scope of a thermal power expansion project,and proceed from the actual construction of the thermal power expansion project to avoid various risks in the construction cycle and ensure the best benefits.The research object of this article is a thermoelectric heat source expansion project.It conducts in-depth analysis and research on the risks it faces,and takes targeted measures to ensure that the project construction is steadily progressing and completed on schedule.Specifically,in this study,a thermal power source expansion project was constructed based on identified risk factors(construction progress,contract management,cost management,underground network management risk,raw material quality,bidding,as well as construction personnel safety,new and old equipment docking,etc.),combined with evaluation objectives and criteria,to construct a risk evaluation index system and alternative set.Then calculate and determine the weights of each risk factor,and construct a judgment matrix to determine the relative importance of project risk elements.The method of fuzzy comprehensive evaluation is used for comprehensive evaluation of all risk factors.According to the calculation results,the project risk level is analyzed and determined,which is divided into high risk,medium risk and low risk.Corresponding countermeasures are taken to control the project risk within a reasonable range,improve the scientificity of project risk management theory guiding project risk management and control,and comprehensively promote energy conservation and consumption reduction,improve winter heating air quality,etc,Has significant value.Specifically,this paper focuses on the overview of project risk management,the planning of a thermoelectric heat source expansion project,as well as the project risk management,identification,and project risk assessment.On the basis of project risk assessment,this paper puts forward the risk countermeasures for a thermoelectric heat source expansion project.
