| Guaranteed rental housing is a new type of housing under the housing security system proposed for the first time in 2020 for new citizens and young people to effectively solve their housing difficulties.It also indicates that indemnificatory rental housing will become the main type of welfare housing in the future construction and development.Although Xi ’an has basically solved the housing problem of low-income people among the urban registered population,as a floating population of 3.74 million,accounting for28.93% of the total permanent population,Xi ’an has a net flow into big cities,and the housing difficulties of new citizens and young people are still prominent.In view of the shortage and uneven distribution of affordable housing construction nationwide,how to scientifically and reasonably plan the construction of affordable rental housing has become an important part of the people’s livelihood development strategy.This paper takes affordable rental housing as the research object,central urban area of Xi ’an as the research scope,and the identification of potential suitable construction space of affordable rental housing as the key scientific problem,constructs the spatial identification method and path,takes central urban area of Xi ’an as an example to apply the specific method,obtains the spatial identification results and puts forward the corresponding planning and construction strategy.Firstly,it summarises the theories,systems and practices related to the spatial identification of low-utility land and the development of subsidised housing construction at home and abroad,and uses the rooting theory,the bilateral matching theory of supply and demand and the theory of land suitability evaluation as the basic theories to study and construct the analytical framework of this paper.Secondly,the basic development status of the central urban area of Xi’an is analysed,the types of potentially convertible land for guaranteed rental housing in the central urban area of Xi’an are studied,the different categories of inefficient convertible spaces that need to be identified are delineated,the data information and the identification units based on parcel space are processed,the inefficient convertible space identification method is constructed based on the theory of land suitability evaluation,the inefficient convertible spaces in the central urban area of Xi’an under stock supply are identified,and the results are characterised.Thirdly,the basic units of rentable space are defined,the main factors influencing the rentable space of new citizens and young people in the central city of Xi’an are identified,the content of each factor is interpreted and the corresponding rentable space identification method is constructed,the rentable space under a single factor is identified,then the framework for the identification of comprehensive rentable space is determined,the criteria for the identification level are defined,and finally the comprehensive rentable space in the central city of Xi’an is identified and characterized.Finally,based on the analysis framework of this study,the potential suitable spaces are identified and their characteristics analysed by converting the integrated inefficient convertible space with the land space as the identification unit,and then matching the converted integrated inefficient convertible space with the integrated rentable space.Based on the identified potentially suitable space for rental housing in the central city of Xi’an,the implementation strategy is proposed in three aspects: policy-led multi-sectoral coordination,market regulation and control multi-channel support,and local adaptation and multi-target improvement.From the microscopic planning perspective,relevant strategies are proposed for the types of guaranteed rental housing construction and specific construction methods.The results of this research are mainly as follows:(1)Based on grounded theory,this paper determines the potential conversion land types of affordable rental housing and the main influencing factors of rent-availability space for new citizens and young people in downtown Xi ’an.(2)To establish a method for identifying inefficient convertible spaces under stock supply in the central urban area of Xi’an and apply the method to identify inefficient convertible spaces.(3)Construct a method for identifying rentable spaces in the central urban area of Xi’an under the demand of new citizens and young people,and apply the results to identify the spaces.(4)Delineate the method for identifying potentially suitable spaces for guaranteed rental housing,and identify potentially suitable spaces for construction.(5)According to the above spatial identification results,through empirical research,put forward the implementation of security strategy and suitable affordable rental housing planning and construction suggestions. |
