The transformation from welfare-oriented housing under planned economy to market economy housing is basically accomplished after 40 years of implementation in China,and the development strategy of combining public housing and free market housing is constructed.In the last 20 years,the rapid economy growth and urban expansion has leaded continuously rising housing prices.Under this situation,the housing solution for young college graduates has brought much attention from the society in the background of talent competition among cities.According to the tendency of highly-educated talents mainly enter big cities searching for advanced career and positions,the strategies of talent recruitment and settlement is crucial to cities long-term development.In order to improve the effectiveness of public rental housing to play its part,finding a better solution to construct public rental housing including shorten commuting time,better transport location,provide on point design and efficient pattern language is important.Therefore,this article aims from the government responsibility and talent competition of cities,by summarizing the current situation and disadvantages of public rental housing,analysis of domestic and abroad public housing design cases,plus surveys for renting demand characteristic of the youth,discuss the proper or perhaps necessary approach to design public rental housing.Finally,combine the community field visit and urban general situation,using Xiamen as an example to practice correlative conclusion of public rental housing design,anticipate to offer a new idea of public rental housing for young talents that is needed.
