Research On The Optimization Of The Whole Process Management Of The Substation Project Cost Of SBD Company

As the most important energy source in China,electric energy is showing a trend of increasing year by year.The continuous increase in demand for electricity has led to a surge in infrastructure construction in power engineering,thereby continuously promoting the development of China’s power industry.With the continuous increase of power grid construction projects,further requirements have been put forward for the economic benefits of power construction enterprises.Therefore,the development of power engineering construction enterprises faces enormous opportunities.At the same time,influenced by the traditional planned economy system,the State Electricity Regulatory Commission requires the use of market-oriented methods such as bidding to achieve price control,resulting in a significant decrease in the profit margin of power construction enterprises.This market-oriented financing method has led to a sharp decline in the profitability of the industry.In recent years,many power engineering projects have been unable to make ends meet,and state-owned power construction enterprises are facing huge challenges under the system reform.This article first clarifies the purpose and significance of conducting research on the entire process management of substation engineering costs.Then,citing the current research status at home and abroad as well as the relevant theories of cost whole process management,this study explores the current situation of cost whole process management in SBD company’s substation engineering.Through questionnaire survey and interview methods,the main problems in the cost whole process management of substation engineering are analyzed and summarized.Targeted research is conducted on the problems in each stage of cost whole process management in substation engineering and the reasons behind them,Subsequently,a cost optimization system for SBD Company’s substation engineering was constructed,and relevant optimization measures were proposed,including the application of imbalanced quotation theory in the bidding decision-making stage,the use of target cost method in the construction preparation stage,the use of earned value method in the construction stage,and the use of assessment and incentive measures in the completion settlement stage.Then,corresponding guarantee measures that SBD Company should establish were proposed.Finally,the paper summarized relevant conclusions,I hope to provide reference and inspiration for the future development of power construction enterprises.
