As a key part of the shipping industry,ports are not only important infrastructure and strategic resources for the development of contemporary society,but play a transportation hub role in international trade.Due to its high energy consumption and high emission characteristics,ports are facing increasingly prominent environmental and resource pressures,while traditional research focus on improving port economic benefits.In this context,discussion on sustainable development of ports has continued to heat up,and the focus has also shifted from the previous single economic aspect to the coordinated and sustainable development of economy,society,resources and environment.Therefore,many solutions have emerged to assess the current level of sustainability of ports.However,with the development of society,limitations of the previous research have gradually emerged,which cannot fully meet the needs of the present and the near future.Based on this,combined with the actual situation,this thesis constructs a port sustainable development evaluation index system and develops a new port sustainable development evaluation methodTaking the concept of sustainable development as the guiding concept,this thesis analyzes and summarizes the emergence and development of the idea of sustainable development,specific measures for sustainable development of ports and evaluation of sustainable development of ports,absorbs and reorganizes mature indicators in the previous evaluation systems,combining findings from expert visits,online research and data collection,and completes the construction of the evaluation system of this thesis.It covers four dimensions of port operation capability,environmental carrying capacity,social contribution capability and economic synergy capability,among which the dimension of port operation capability is a supplement to the sustainable development of the port in combination with the port development to a new stage and new positioning in this study;in addition,this study also develops two innovative indicators,the time of ships in port and the amount of tax paid by port enterprises,which are supplemented to the dimensions of environmental carrying capacity and economic synergy respectively.Based on the construction of the evaluation index system in this thesis,this thesis uses the entropy method to modify the BWM method(Best and Worst Method)to combine the subjective and objective weights of the evaluation system,and determine the final evaluation model.After screening,this thesis collects port data during the "13th Five-Year Plan" period of Shanghai Port and the 2019 data of Shanghai Port,Tianjin Port,Guangzhou Port,and Ningbo Zhoushan Port for vertical and horizontal empirical analysis to demonstrate the rationality of the evaluation index system constructed in this thesis.The empirical results show that,based on the port data in 2019,compared with Ningbo Zhoushan Port,Guangzhou Port and Tianjin Port,the sustainable development level of Shanghai Port is higher.Moreover,the sustainable development level of Shanghai Port for five consecutive years from 2016 to 2020 has generally shown an upward trend,except for a slight decline in 2018,the excellent performance of Shanghai Port is closely related to its perfect toplevel design and better port-city synergy.As an international shipping center,Shanghai Port has a dense shipping network,close contacts with the outside world,and a high degree of cooperation with the hinterland.It has truly realized the pattern that "to revitalize the city with the port,and the city supports the port".The sustainable development level of Ningbo Zhoushan Port is slightly lower than that of Shanghai Port and slightly higher than that of Guangzhou Port.Tianjin Port is significantly weaker than the other three ports.It needs to strengthen its own modernization and foreign trade level,make full use of its own resources,and speed up the development of the northern shipping center.
