A Research On The Characteristic Of Reserve Cultivated Land Resources At County Scale And The Zoning Of Development And Protection At County Scale

As one of the most important way to complement the farmland,the exploitation and utilization of reserve resources of cultivated land is playing an important role both in maintaining our country’s balance system of cultivated land,and in keeping the arable land minimum.However,our reserve resources of cultivated land are facing the ongoing deterioration quantitatively and qualitatively.Meanwhile,to meet the requirements of the food security and the construction of ecology civilization,it is necessary to make clear the exact value of the reserve resources of cultivated land,reveal its geographical features,and make feasible policies of the exploitation and protection of reserve resources of cultivated land.Moreover,there are a lot of differences between different regions and districts,mainly in the quantities,patterns and so on.Thus,revealing the regularity via the in-depth analysis can provide differentiation farmland protection policy designing with the theory base.In order to provide scientific bases for the balance of cultivated land resources in Hubei Province,as well as the theoretical basis for the policy setting of other regions in our country,based on these background,the paper used the second farmland reserve resource survey data of the economical developed areas in Hubei Province,deeply analyzed its structure and ecological characteristics and built relevant development and protection partitions.Taking the reserve resources of cultivated land in Hubei Province as the research object,the paper used spatial Gini Coefficient and centralization index to analyze the spatial distribution characteristic of the reserve resources of cultivated land type on a scale of county.The paper also used the barycenter model and standard deviation ellipse method to analyze the spatial distribution of reserve resources of cultivated land.By measuring the ecological service value of the reserve resources of cultivated land before and after reclamation,the sub-area characteristics of ecological sensitivity in county were obtained.The development and protection partition of farmland reserve resources was delimited on the above basis and some differentiated policy recommendations were proposed.The results showed that:(1)There are significant regional differences in the spatial distribution of cultivated land reserve resources in Hubei Province.The total amount shows the characteristics of more East and less West and more North and less south.There is obvious dislocation between the reserve resources of cultivated land and the distribution of cultivated land resources and population in Hubei Province.The number of cultivated land reserve resources in Hubei province is quite different,among which more than half of other grasslands can be reclaimed.The combination of cultivated land reserve resources in Hubei Province is dominated by other grasslands and inland beaches.(2)The spatial distribution of cultivated land reserve resources in Hubei Province has a certain spatial regularity.Most of the counties in Hubei Province have high concentration of arable land reserve resources and single combination type.Most counties are extremely centralized.According to the analysis of the spatial change characteristics of cultivated land reserve resources based on the barycenter model and standard deviation ellipse,it is found that compared with the results of the first round of investigation,the number of cultivated land reserve resources increased in the second round of investigation,and the barycenter of cultivated land reserve resources moved 1.64km from West to south.The analysis shows that the reasons for the change of the spatial distribution characteristics of cultivated land reserve resources in the two rounds include the survey caliber,nature,population and economy.(3)The overall ecological sensitivity of Hubei Province is high.Most of the reserve arable land resources are sensitive to damage.The sensitivity of reserve arable land resources is related to the combination of different counties and land types.The county with inland beach and other grasslands as the main land types has a high degree of ecological sensitivity.The inland beach has a direct impact on the ecological sensitivity of each county because of its largest distribution area,widest distribution and strong ecological service function.(4)The reserve resources of cultivated land in Hubei Province are divided into priority development zones,conditional development zones,restricted development zones and temporary non-development zones.In view of the characteristics of each district,this paper puts forward some policy suggestions for vigorously developing priority development zones and building a platform of sharing and reciprocity;developing and protecting conditional development zones to maintain ecological balance;scientifically maintaining and restricting development zones and cultivating reserve resources of cultivated land;and emphatically protecting development zones without development zones to maintain differentiated development and protection of urban hearts.
