A Study On Agricultural Water Price Model Based On Water Rights Allocation

The level of agricultural water prices directly affects farmers’ enthusiasm for farming,which in turn affects the country’s food security.In order to promote the reform of the water rights system,realize water rights transactions,and encourage farmers to grow grain while realizing agricultural water-saving irrigation and improve the efficiency of the allocation of agricultural water resources in China,it is necessary to formulate reasonable agricultural irrigation water prices.Therefore,the establishment of a reasonable agricultural irrigation water price calculation model based on water rights allocation has great theoretical value and practical significance.At present,there are few research theories on agricultural water rights at domestic and abroad.Most agricultural water prices are calculated based on irrigation water quotas or multi-year average irrigation water consumption.Agricultural water rights water is only used as the actual irrigation water control standard,and there is not participate in the calculation of agricultural water prices.Therefore,based on the current needs of China to promote the reform of water rights system,the paper takes agricultural water rights water volume as an entry point and studies the agricultural water price calculation model based on water rights allocation.The main research contents and innovations of the paper are:(1)Introduced the basic value theory of water resources,the basic concepts and theories of water rights,the basic concepts and theories of agricultural water rights,the existing agricultural water price pricing methods and cost accounting methods,and the determination methods of water resources values and agricultural water rights.Research and analysis on agricultural water price theory and agricultural cost water price accounting methods based on agricultural water rights provide a reliable theoretical basis for establishing a reasonable agricultural irrigation water price calculation model.(2)Proposing an agricultural water price model based on water rights allocation.Considering the promotion and implementation of the agricultural water rights distribution system in the country,the agricultural water price models based on short-term water rights and long-term water rights were established;taking into account the impact of ecological environment governance on agricultural water supply,an agricultural environment based on ecological environment compensation water price model;considering the incentives and penalties to encourage farmers to save water,an agricultural water price model for reward and punishment incentive mechanism was established.At the same time,considering the changes of farmers’ carrying capacity in different hydrological years,a dynamic water price model of farmers’ carrying capacity was established,and combined with short-term water rights and farmers’ dynamic carrying capacity,a dynamic agricultural water price model was established.(3)Combined with the underground funnel area treatment project in Huantai County,Zibo City,Shandong Province,through field surveys and questionnaires in the project area,the agricultural water price model in the project area based on water rights allocation was studied.The research results show that the agricultural full-cost water price based on cost compensation and ecological environment compensation is higher than the operating cost water price;the agricultural operation cost water price in the project area can be accepted by farmers economically and psychologically,and the full-cost water price farmers can economically accept However,it is psychologically unacceptable,which also shows that the agricultural water price reform should gradually transition from the operating cost water price to the full cost water price;the more favorable water price model applicable to the project area is the dynamic coordinated water price model,which takes into account the farmers ’carrying capacity.It also considers the reward and punishment mechanism for farmers ’water use,and the trend of ladder water price changes is obvious,which is more conducive to farmers’ water saving and sustainable development of regional water resources.
