Investigation Report On Farmers’ Change Of Production And Industry Of Artificial Domestication Of Wild Animals In Heyuan City

On February 24,2020,with the great attention of the party and the state,at the16 th meeting of the Standing Committee of the 13 th National People’s Congress,it was voted to pass the Regarding the Comprehensive Prohibition of Illegal Wildlife Trade,Elimination of Wild Wild Animals,and Effective Protection of the People Decision on the Health and Safety of the People,relevant regulations stipulate that the breeding and trading of national key protected wild animals and other protected wild animals that have no legal source or have not passed quarantine are prohibited;subsequently,on May 26,2020,the National People’s Congress representative Zhou Hongyu submitted the amendment The proposal of the Wildlife Protection Law includes intensifying penalties for related violations,clarifying the purpose of wildlife protection legislation,and properly resolving compensation for such artificially domesticated wild animal farmers in accordance with local conditions.Preliminary statistics show that as of March 2020,among the five counties and one district in Heyuan City,Guangdong Province,there are four counties and one district,a total of 15 agricultural enterprises,14 impoverished villages,98 non-poverty villages,and 231 Poor households affected by the relevant regulations need to ban illegal breeding sites and breeding species in accordance with the law,and complete the conversion to production on time according to the requirements of the local government,with a total output value of more than 6.9million yuan.Driven by the policies of the national and local governments,farmers of such artificially domesticated wild animals are forced to close their farms and need to treat existing farmed wild animals as harmless as required.They need to complete the conversion within the specified time according to the government requirements.Changing jobs has caused such farmers to face greater pressure on changing industries and economic revenues and expenditures.How to ensure the national food security and the health and safety of the people while not affecting the realization of the goal of building a well-off society in an all-round way and stabilizing the poverty alleviation results,and making up for it in a timely manner The prohibition and loss of such artificially domesticated wild animal farmers,and the reasonable guidance of such farmers to switch to production and industry,are of great significance to solve the livelihood and people’s livelihood problems encountered by the artificially domesticated wild animal farmers in the process of switching to industry.This paper uses the theory of farmer behavior and deconstructed planned behavior as the theoretical basis.First,it searches the literature and keywords related to wildlife protection and farmer’s conversion to industry,identifies the key factors that affect the conversion of banned farmers,and defines the core concepts of this article.The survey questionnaire was designed based on the realistic background in Heyuan City,Guangdong Province,to clarify the location,purpose,object,and survey method of the survey on the prohibition of farming households’ switching to another industry.After collating and entering the survey data,SPSS data analysis software was used to analyze the reliability and validity of the questionnaire.Secondly,it analyzes the current status of the conversion of farming households with artificially domesticated wild animals in Heyuan City and the main problems that existed in the transfer process.Finally,a descriptive statistical analysis of the survey results is carried out to understand the characteristics of the samples of the farmers who are prohibited from artificially domesticating wild animals under relevant laws and regulations.Combining the research hypothesis of this article,the outcome variable is set as the decision of prohibiting farmers to switch to industry and industry.By subdividing the factors that affect switching industry,the intermediate variables and antecedent variables are set reasonably,and the correlation analysis and model simulation of related variables in this article are performed using AMOS software.Combined analysis,using STATA software to conduct multiple regression analysis to analyze the effect of various antecedent variables on the intermediate variables in different dimensions and the specific impact of each intermediate variable on the conversion of farmers who are prohibited from raising farmers.Combining with the survey results and empirical analysis results of the farmer’s conversion of artificially domesticated wild animals in Heyuan City,we draw the conclusions of this article: First,the aging of farmers banned from breeding in Heyuan City is serious,and the farmers’ own cultural and technical level is low;The overall level of awareness is relatively high,but the level of recognition is still insufficient;third,the implementation attitude of banned farmers’ switching to production and conversion has the most significant impact on cognition;fourth,raising the awareness of the value of conversion is helpful to guide the transformation of banned farmers;fifth is strengthening The management of higher-level leaders is conducive to guiding the banned farmers to switch to production and business;the sixth is to strengthen the technical training of new varieties to help guide the banned farmers to switch to production and business.This paper proposes at the government level based on the problem of prohibiting farmers from changing production and changing industries in Heyuan City: First,improve local government laws and regulations;second,strengthen local government supervision;third,improve knowledge propaganda and education;fourth,enhance poverty stability and sustainability.At the market level,it is proposed that the first is to increase financial support;the second is to reduce the cost of conversion.At the level of farmers,it is proposed: First,to effectively get rid of the traditional concept of overeating game;second,to innovate production and management theme marketing methods;third,to learn from excellent cases and production development models.Finally,it summarizes the evaluation of the theoretical knowledge and application value of the results of the survey conclusions and recommendations of this article,and summarizes the optimization measures for the application of the results,and proposes an effective path for rationally guiding the banned farmers to switch to production.
