State-owned forestry enterprises are the main operators and protectors of forest resources in China,and their development directly determines the quality of forest resources protection and the process of ecological construction.However,most state-owned forestry enterprises have backward human resource management system and lack of incentive and competitiveness in salary management,so the development of forestry enterprises is generally slow.In this paper,the research object of baihe forestry bureau also has the outstanding salary management problems,therefore,to find the problems existing in the salary system of baihe forestry administration,the salary system reform,to establish a scientific and effective compensation system,to solve the problem of baihe forestry administration compensation management,staff motivation,promote the development of the enterprise has the very vital significance.This paper takes Baihe Forestry Bureau as the research object,and on the basis of consulting relevant theories,conducts a targeted investigation on the current salary system of Baihe Forestry Bureau through salary satisfaction survey and expert interview method.According to the results of the questionnaire,it is found that there are: There are five problems: unreasonable post setting,lack of incentive of salary system,weak competitiveness of salary level and low matching degree of salary system with enterprise development strategy.Combining with the causes of these problems and baihe forestry enterprise development needs,responsibilities,job nature,work environment,qualification of four dimensions of baihe forestry bureau has carried on the post value evaluation,on the basis of position value evaluation point method and broadband pay salary theory construct based on the post value evaluation,The salary system of Baihe Forestry Bureau based on post competency.Finally,in order to ensure the smooth implementation of the optimized compensation system,this paper also puts forward the corresponding guarantee design from three aspects of organization,system and culture.This paper uses the position value evaluation method to optimize the design of the compensation system of Baihe Forestry Bureau,which has changed the compensation status quo of baihe Forestry Bureau that "only the rank determines the salary".The optimized design of the compensation system is more reasonable,encouraging and competitive,which can effectively improve the enthusiasm of employees and promote the development of the enterprise.At the same time,the salary system based on position value evaluation also provides some reference for other similar enterprises to reform the salary system.
