Research On Management Countermeasures Of Aquatic Wild Protected Animals In Zhejiang Province Under The New Situation

As a crucial part of the ecological environment,the aquatic wild protected animals are of strategic importance to the implementation of President Xi Jinping’s"thought on ecological civilization".The outbreak of COVID-19 in 2020 has been waking people as alarm bell to protect the wild animals.The subsequent legal revisions,policy introductions and development of measures show the growing concern for aquatic wildlife conservation in China,which also poses a higher challenge to the local governments.With its unique geographical location,warm and humid climate,numerous rivers,long coastline,and abundant resources of aquatic wild animals,Zhejiang Province has a long history of protecting and utilizing these animals.But at present,the problems of improving the capacity of aquatic wildlife rescue and regulating the operation and utilization of artificial breeding aquatic wildlife have always existed.Protecting aquatic wild animals has always been a firm goal of Zhejiang Province.Therefore,under the new situation and new requirements,how to build a high standard aquatic wild protected animals rescue system and improve the effective execution ability of identification management,so as to realize the protection of aquatic wildlife is an urgent problem that needs to be solved.This article uses the methods of literature analysis,data analysis,case analysis,and social survey to analyze the current situation of rescue and identification management of aquatic wild protected animals in Zhejiang Province,explore the problems in the rescue process and implementation of identification management,and propose suggestions and measures aimed at promoting the improvement of the rescue and identification management system of aquatic wild protected animals in Zhejiang Province,Further improve the effectiveness of aquatic wildlife protection.The main contents are as follows:1.Based on the rescue situation of aquatic wild protected animals in Zhejiang Province,this article takes six cetaceans stranding rescue incidents that occurred in the coastal waters of Zhejiang Province from 2021 to 2022 as an example to sort out and analyze the problems that occurred in the rescue work.It is found that there are problems such as a lack of emergency rescue response plans,fewer institutions that meet the rescue conditions,insufficient professional rescue talents,incomplete rescue materials and equipment,and low popularization rate of rescue knowledge and education.Based on the actual situation in Zhejiang Province and the above issues,six dimensions are proposed:data support,organizational guarantee,institutional guarantee,funding guarantee,technical support,and propaganda and education guarantee,to build a high-quality aquatic wild protected animals rescue system.To improve the rescue system,the following suggestions are proposed:Firstly,to clarify organizational responsibilities and strengthen departmental linkage;Secondly,establish a sound and unified rescue institutional;Thirdly,establish a funding guarantee mechanism composed of various forces such as the government and society;Fourthly,cultivate a professional team of rescue talents;Fifth,improve the database of aquatic wild protected animal resources;Sixth,innovate publicity methods and increase publicity efforts;Seventh,improve the scientific and systematic emergency response process;Eighth,accelerate the construction of professional aquatic wild protected animals rescue centers in various cities.2.In this paper,while describing the current situation of the management and utilization of aquatic wild protected animals in Zhejiang Province,this article focuses on the analysis of the identification management effects of the main artificially bred Andrias davidianus,turtles,and crocodiles in China.Combining the international experience of identification technology,the three aspects of natural identification technology,noninvasive identification technology and invasive identification technology are summarized to find out the suitable identification technology methods for fish,reptiles,amphibians and marine mammals.A series of problems in the implementation of identification management in Zhejiang Province are analyzed,including inadequate effective supervision and implementation of the identification market,lack of a series of identification technical specifications and supporting implementation rules,persistent and systematic publicity deficiencies,nonstandard use of identification materials,unclear application quantities,and limitations in the application of identification technology.The following suggestions are proposed:Firstly,form regional law enforcement and regulatory actions focusing on key regions and key industries;Secondly,to improve the relevant measures and methods for the identification management institutional;Thirdly,offline+online mode promotion,which improves the general recognition for identification management;Fourth,improve the local identification responsibility system,supervision and reporting system,case notification system,and reward and punishment system;Fifth,accelerate the development and innovation of identification technology,and gradually promote the identification management of aquatic wild protected animals.Under the new situation,Zhejiang Province has made important exploration in the protection and management of aquatic wildlife,providing new ideas for China in the construction of aquatic wildlife rescue system and the improvement of the execution ability of identification management.In the future,the aquatic wildlife related research society will become a hot spot of international attention for a long time.It is suggested that China enhance domestic and international exchanges and cooperation,strengthen capacity building to fulfill international conventions;Paying attention to the protection and research of marine aquatic wildlife;Strengthen the protection of key habitats,while scientifically assessing the environmental quality of habitats and species’ preference for habitat selection;strengthen the census of aquatic wildlife resources and population dynamics monitoring and assessment,etc.
