Current Situation, Problem And Countermeasure Of Disease Quarantine In Import And Export Aquatic Animals In China

The current situation of disease quarantine in import and export aquatic animals in China was reviewed in this paper from the definition, the necessity and importance, the relative laws and regulations and management methods of disease quarantine of aquatic animals, the objects and processes of disease quarantine in import and export aquatic animals in China, the rapid detection method on pathogenic microorganism in import and export aquatic products, the general situation of disease quarantine in import and export aquatic animals. Meanwhile, the facing problem and countermeasure of disease quarantine in import and export aquatic animals in China were presented in this paper.The disease quarantine in import and export aquatic animals in China is confronted with many problems, including: (1) Propaganda inadequate of laws and regulations on quarantine of import and export aquatic animals. (2) The fundamental researches of pathogenic organisms of aquatic animals are backward. (3) The experiment instruments of import and export quarantine organization are old-fashioned, quarantine technical level needs improving. (4) The problems existing in the disease quarantine and supervision and management of import aquatic animals mainly includes below: 1) True or false identification of certificate exist problems. 2) Official certificate of exporting country of aquatic products are inconsistent with our country's requirements. 3) True or false identification of packaging and marking of import aquatic products exist problems. 4) Quarantine standards, instruments and technology are maladjustment for actual demand. 5) Dimension of law enforcement had difference at each port in china. 6) Quarantine management of pelagic fishing aquatic products needs improving. (5) The problems existing in the disease quarantine and supervision and management of export aquatic animals mainly includes below: 1) Quarantine of producing area of aquatic animal diseases needs strengthening. 2) Fisheries information data of animal and plant quarantine department were deficient. 3) Authentication of enterprise were lagged, export of aquatic animals and theirs products were hindered seriously.According to problems existed in disease quarantine of import and export aquatic animals in China, raise the countermeasures as follows: (1) Strengthening propaganda strength, to improve our understanding of quarantine of aquatic animal diseases. (2) Establishing and perfecting quarantine organization, increasing investment, depending on science and technology, improving the ability of disease quarantine of aquatic animals. (3) Solutions to disease quarantine and supervision and management of import aquatic animals as follows: 1) Further improving analyze and recognition system of foreign official quarantine certificate. 2) Accelerating the initiating registration of production firm of country or area of export of aquatic animals and theirs products to our country and making of the registration standard. 3) Further strengthening the port management of import of aquatic animals and theirs products. 4) Further strengthening risk analysis and supervision and management to carrying pathogen in introduction of aquatic animals. 5) Further strengthening risk management of import of deep processing aquatic products. 6) Modifying management method of inspection and quarantine of import and export aquatic products as soon as possible. (3) Solutions to disease quarantine and supervision and management of export aquatic animals as follows: 1) Improving quarantine supervision mode of export aquatic products. 2) Establishing a three grade information early warning and reporting mechanism. 3) Further strengthening management of registration farm of export aquatic animals. 4) Handling well the relationship between the guard a pass and serving scientifically and reasonably. 5) Strengthening sectors cooperation and linking mechanism. 6) Strengthening information communication and cooperation between the port department and producing area department.This paper will offer reference for legislation on disease quarantine of aquatic animals, detection of aquatic animal diseases, supervision and management of import and export aquatic animals, strategy research on import and export of aquatic animals.
