Research On The Government Responsibility Of Irrigation And Drainage Engineering Management And Protection In A County Of Jiangxi Province

For a long time,there has been a problem of "attaching importance to construction,ignoring management and protection" in farmland water conservancy projects.Improper management and protection will cause equipment operation failure,water resource waste,ecological environment damage,and agricultural production instability.How to effectively and sustainably improve the utilization rate of farmland water conservancy projects is closely related to the production and life of farmers.In the report of the 20 th National Congress of the Communist Party of China,the issue of "agriculture,rural areas and farmers" was mentioned many times,and it was proposed to comprehensively promote rural revitalization and give priority to the development of agriculture and rural areas.The Ministry of Water Resources also proposed to promote the construction of smart water conservancy and solidly promote the high-quality development of water conservancy in the new stage.In recent years,the state has gradually increased the construction of farmland water conservancy projects,but the corresponding problem has also emerged-the late maintenance of farmland water conservancy projects has not been effectively resolved.The farmland water conservancy project is an indispensable part of the implementation of new agriculture.The farmland water conservancy project is conducive to the supplement of soil water and the discharge of excess water.According to the current situation,such projects have problems such as waste of water resources.If we strengthen the importance of management and protection after the construction of farmland water conservancy projects,we will greatly improve the utilization rate of water resources.While saving water and increasing efficiency,we will further improve the income of the agricultural industry and promote the informatization Intelligent and automatic management.This paper takes the irrigation and drainage engineering in County A as the research object.First,it combs the concept,classification and characteristics of public projects,government functions,irrigation and drainage engineering;Secondly,it introduces the basic situation of the irrigation and drainage engineering in County A,and summarizes the following five problems of the current irrigation and drainage engineering: low management efficiency,lack of maintenance for many years,insufficient investment in maintenance funds,weak technical service ability,and unclear subject of project property rights.It also analyzes the reasons for the above problems from the aspects of the complexity of the management departments,the serious idea of rebuilding light management,the limited channels for raising funds,the low level of professional technology,and the difficulty in defining the project property rights.Finally,in view of the main problems,This paper points out that the local government departments in County A should take corresponding measures to strengthen the management of government responsibilities around five aspects,so as to improve the management and protection of farmland water conservancy projects:(i)building a third-party maintenance mode and an independent management mode respectively,defining the management and protection objects,and clarifying the four bodies(supervision subject,responsibility subject,operation subject and maintenance subject)and their responsibilities;(ii)establishing a county-level leading group for maintenance and repair of irrigation and drainage engineering,which is responsible for assessing the daily and emergency maintenance and repair of irrigation and drainage engineering,and establishing a regular assessment management mechanism;(iii)raising reform funds,increasing capital input,raising funds from multiple channels,improving the collection rate of water charges,and strengthening fund guarantee;(iv)enrich grassroots teams,regularly hold water conservancy technology training classes,carry out targeted student training,and improve the professional quality of grassroots staff;(v)clarifying and standardizing the project ownership and use right.
