Study On Post-evaluation Technology Of Efficient Water-saving Irrigation Project

Post-evaluation is an important method to analyze and summarize the implementation process, benefit, impact and goal completion degree and sustainability of the project after completion. It plays an important role in improving the level of project decision-making, management and supervision. At present post evaluation work is widely carried out in many countries and international financial institutions. China also pays more and more attention to the post evaluation projects. Efficient water-saving irrigation project gets the government’s attention and the masses welcome. A large number of implementations ring huge benefits in the project area, at the same time, the problems were exposed apparently. The problems in the management and maintenance can be corrected by efficient water-saving irrigation post-evaluation technology in time. At the same time, it is benefit to formulate relevant policies, adjust investment programs and do scientific projects and promote the healthy development of efficient water-saving irrigation.In this paper, I take the efficient water-saving irrigation project as the research object; put forward the research significance of the efficient water-saving irrigation post-evaluation technology. Then review the research situation of the domestic and international post project evaluation, analyze the existing post evaluation theory and research methods. Based on the practical situation of efficient water-saving irrigation project, take the combined method of expert questionnaire and statistical theory; construct the efficient water-saving irrigation. project post evaluation index system from five aspects which are construction process, operation management, economy, influence, goal and sustainability. Review the advantages and disadvantages of the existing methods and evaluation methods of post evaluation index weights and its application scope, put forward 5 single post evaluation criteria of construction process post evaluation, operation management post evaluation, economy post evaluation, influence post evaluation, goal and sustainability post evaluation, determine the evaluation process, then form 5 individual post evaluation model. On the basis of the 5 individual post evaluation model, construct the project success degree evaluation model, formatting the "5+1" type post evaluation model. Taking an efficient water-saving irrigation project as an example, the evaluation index system and the evaluation model of efficient water-saving irrigation project were given, analyze the feasibility of the index system and the evaluation model applied in the production practice. At the end of the paper, the specific research achievements and innovations are summarized, and by summarizing the deficiencies in this paper, prospecting future research direction.
