Abstract/Summary:
In this paper, on the basis of related literature at home and abroad,based on the shaanxi zhidan small irrigation and water conservancy efficient water-saving irrigation projects comprehensive benefit evaluation research, adopting the technical route of combining theory with practice,The evaluation index system for the comprehensive benefit of small irrigation and water conservancy efficient water-saving irrigation projects have carried on the thorough system study.The results of the study include:(1)It established a set of small irrigation and water conservancy efficient water-saving irrigation projects comprehensive benefit evaluation index system, the evaluation index system including engineering, social,economic, resources, ecological environment, management and sustainable 7 secondary indexes, 29 three-level indicator; Among them, 7 qualitative indexes, 22 quantitative indicators, small irrigation and water conservancy efficient water-saving irrigation projects comprehensive benefit evaluation of five levels and each level of the score range were set.(2)The application of subjective method (structure entropy weight method ) and objective method (entropy weight method), respectively determined the zhidan small irrigation and water conservancy efficient water-saving irrigation projects comprehensive benefit index weight, the two method complementary advantages and disadvantages, and then introducing the idea of game theory, the structure of entropy and entropy weight method combinated empowerment, USES MATLAB to solve the optimal target, improve the credibility of the decision results, improve the accuracy of the evaluation results.(3)Based on the building of small irrigation and water conservancy efficient water-saving irrigation projects comprehensive benefit evaluation index system applying the improved osculating value method,improved matter-element extension method and BP neural network, wavelet neural network model respectively to evaluate zhidan efficient water-saving irrigation projects comprehensive benefit. Among them, explores the osculating value method, matter-element extension method, and carries on the improvement. First combining wavelet theory and neural network is applied to the evaluation of irrigation, small irrigation and water conservancy; The evaluation results of 2011-2016 were Ⅲ,Ⅲ,Ⅱ,Ⅱ,Ⅱ,Ⅱ,comprehensive benefit is getting better and better.(4)Through the above different evaluation methods, diagnosed the conclusion of zhidan practical problems existing in the small irrigation and water conservancy efficient water-saving irrigation projects,countermeasures research on the sustainable development of water saving irrigation, improvement measures are proposed:Establish reasonable water price, mobilize the enthusiasm and initiative of farmers adopting water-saving water irrigation technology; Strengthen propaganda, improve water-saving awareness; Suggest that relevant departments to strengthen the information needed for comprehensive evaluation of water-saving irrigation norms and accumulation of data should be institutionalized, standardized and transparent.
