As the main base for modern agricultural development,irrigation districts are responsible for ensuring national food security,developing regional economy and protecting the ecological environment,and the digitalisation of irrigation districts in China has become a strategic direction under the requirements of the new era,led by the national policies of the 14th Five-Year Plan on intelligent water conservation,construction of digital twin basins and modernisation and upgrading.S Irrigation District is a comprehensive water conservancy project integrating irrigation,water supply,power generation,flood control and breeding.At present,the irrigation district suffers from a lack of systematic planning for digital construction,a sloppy management model and an increasingly acute conflict between water supply and demand.The assessment of the irrigation district’s digital capability is an important part of the district’s high-quality water resources development at this stage,as well as an important issue in deepening its smart water resources construction and refining management.In this paper,a fuzzy comprehensive evaluation method based on the "AHP-EW" game theory combination assignment is used to assess the digital capacity and improve countermeasures of S irrigation district.Firstly,the concept,connotation and characteristics of digitalisation in irrigation districts were clarified by using literature analysis;secondly,the current situation of management and digitalisation in S irrigation district was investigated and analysed in the field,and problems in digitalisation were pointed out.Then,the initial index system for assessing the digital capacity of S irrigation district was constructed through policy analysis and literature research,and the final index system for assessing the digital capacity of S irrigation district was determined by further combining expert opinions with index revision,including 6 primary indexes and 24 secondary indexes:digital organisation and management capacity,digital water resources management capacity,digital water use management capacity,digital engineering management capacity,digital safety management capacity and digital operation management capacity.The evaluation model of digital capacity of S irrigation district was constructed using the fuzzy comprehensive evaluation method to evaluate its digital capacity,and the shortcomings reflected in the evaluation results were analysed for their causes;finally,the strategies for improving the digital capacity of S irrigation district were given according to the conclusions of the cause analysis.The findings of the thesis will help the S Irrigation District to assess and understand its own digital capability and weaknesses,and the proposed enhancement measures will be of positive significance in improving the digital capability of the district and advancing the pace of smart water construction in the district.
