In recent years,natural disasters have occurred frequently in China,with an unprecedented variety,scope,and frequency,and the economic losses caused are also immeasurable.Agriculture is an industry closely bound up with nature,and the frequent occurrence of natural disasters not only affects agricultural production,but also affects farmers’ lives.Therefore,agricultural disaster prevention and reduction is a major issue related to people’s livelihood.The 2023 “No.1 Central Document” pointed out the need to strengthen the construction of agricultural disaster prevention and reduction capabilities and improve the comprehensive level of disaster prevention.Anhui Province is a major agricultural and tea producing province,with four of the top ten famous tea leaves originating from Anhui.The main tea producing areas cover over 4 million farmers,who take tea income as their main source of income.However,the frequent occurrence of natural disasters makes it difficult for farmers to increase their income.Practice has shown that improving farmers’ risk awareness and establishing disaster warning mechanisms can help improve their ability to prevent and mitigate disasters.This has important theoretical and practical significance for enriching the theoretical research content of tea economy and promoting the income increase of tea farmers.This article first reviews the research results on risk perception,disaster warning,and farmers’ disaster reduction behavior both domestically and internationally.Taking the Dabie Mountain Tea Area in western Anhui Province as the research object,guided by relevant theories such as risk management theory,crisis warning theory,and farmers’ behavior theory,it analyzes the current situation of agricultural disasters and losses in China,Anhui Province,and the Dabie Mountain Tea Area in western Anhui Province.Secondly,the impact of risk perception and disaster warning on farmers’ disaster reduction behavior was studied,and the relationship between the two and their impact mechanisms on farmers’ disaster reduction behavior were analyzed in depth.Finally,based on the field survey data of major tea producing areas in Anhui Province,the ordered Probit model is used to conduct an empirical study on the impact of risk perception and disaster early warning on farmers’ disaster reduction behavior,and based on the empirical research results,the countermeasures and suggestions for farmers’ disaster prevention and reduction are proposed.The empirical research results indicate that:(1)Risk perception has a positive impact on farmers’ disaster reduction behavior,that is,the higher the level of risk perception,the more disaster reduction measures the farmers will take.(2)Disaster warning positively affects farmers’ disaster reduction behavior.(3)In terms of controlling variables,the health status of farmers has a negative impact on their disaster reduction behavior;being a Party member or village official,purchasing insurance,and participating in training all significantly affect farmers’ disaster reduction behavior(4)Disaster warning plays a mediating role in the impact of risk perception on farmers’ disaster reduction behavior.Based on the above conclusions,this article proposes the following countermeasures and suggestions:(1)Strengthen farmers’ awareness of disaster prevention and reduction,and improve their risk management level.(2)Establish an early warning mechanism for agricultural disasters,improve the linkage mechanism for prevention and early warning among various departments,and collaborate to do a good job in agricultural disaster prevention and reduction.(3)Conduct training on basic knowledge of agricultural disasters and disaster prevention and mitigation skills to enhance farmers’ ability to respond to disasters.(4)Establish a sound agricultural insurance system and leverage the protective role of agricultural insurance.
