| The construction of large infrastructure is an important measure to promote regional development,and is bound to occupy some land,including cultivated land.In order to ensure the balance of regional land use,local governments often face dual challenges in both large infrastructure construction and cultivated land protection.This study was based on the spatiotemporal evolution characteristics of land use in a township in the upper reaches of the Huaihe River,taking the evolution of local government attention during the construction of a large reservoir as a point of penetration,discussed the rebalancing mechanism of cultivated land occupation in large infrastructure construction by township local governments under the influence of multiple interest demands,and the effects of cultivated land non-grain brought about by large infrastructure construction.The research results show that:(1)The impact of large infrastructure construction on cultivated land objectively existed in the evolution of land use.The sharp decrease in the scale of cultivated land and the increase in land for large infrastructure were occurring simultaneously.Planning for the construction of a large reservoir was in the direction of river flow direction,at the expense of cultivated land.At the same time,cultivated land had also been expanded and replenished on a large scale.However,there was a problem of inconsistent types of occupied and replenished cultivated land,which posed hidden dangers for protecting cultivated land quality.(2)As the main builder,decision-maker,and stakeholder of large infrastructure,local township government,driven by multiple factors such as government performance,self-interest,social stability,and regional development,had made tendentious land use adjustment decisions at different stages of large reservoir construction.This has led to the rebalancing mechanism of cultivated land occupation in large infrastructure construction going through four stages: “Generation stage-Challenge stage-Effect continuous stage-Negative Impact stage”.(3)The construction of large infrastructure drove the non-grain conversion of regional cultivated land.In the process of large infrastructure construction,driven by a series of planning and construction decisions,the cultivated land in the research area had been characterized by the difficult restoration of transfer-out cultivated land,multiple abandonment of transfer-in cultivated land,and significant differences in the cultivation of unchanging cultivated land,which had affected the level of non-grain cultivation of cultivated land and sounded an alarm bell for the future utilization,storage,and protection of cultivated land.Taking local government as the main body to explore the cultivated land occupation rebalancing mechanism for large infrastructure construction,and using government attention to quantify government decision-making content provided a new perspective for explaining changes in land use decision-making.In the future,during the period of large infrastructure construction,on the one hand,the superior government needs to focus on guiding local governments to enhance their attention to cultivated land protection through legal policies.On the other hand,local governments need to focus on cultivated land quality protection,and strive to improve the remaining problems of cultivated land caused by large infrastructure construction and related decision-making. |
