Study On The Influence Of Forestry Industrial Policy On The Quality Of Export Wood Forest Products

Since the reform and opening up,China’s forestry industry has faced the double squeeze of "high-end backflow of developed countries" and "low-end diversion of developing countries",and the export trade growth mode of long-term high input and high output and low price competition is unsustainable.With the loss of China’s demographic dividend,the rise of the cost of production factors,and the decline of the export traditional comparative advantage,China’s wood forest products are deeply trapped in the "low-end lock" of the global value chain.Therefore,the export quality upgrading of wood forest products,as the internal requirement of the development of China’s forestry industry,is one of the basic goals of various forestry industry policies at all levels in China.It is of important practical guiding significance to explore whether the forestry industry policy can effectively improve the export quality of wood forest products.This paper collects the central and ministries,31 provinces,281 cities a total of 4818 forestry industry policy,reference Shi Bing Zhan(2013)of the sample city product category of wood forest product export quality,and the panel fixed effect model assessment of forestry industry policy on China’s export wood forest product quality.The results show that:(1)the forestry industry policy has a positive effect on the export quality upgrading of wood forest products,and the two show a complementary relationship.For the effectiveness of supportive policies and regulatory policies,the export quality of wood forest products is increased by 0.0156 and 0.0058,respectively.The two policies can better play the quality improvement effect of industrial policies;(2)both supportive policies and regulatory policies can have indirect positive effects on the quality of wood forest products by promoting product technology innovation;(3)the impact of forestry industry policies on the export quality upgrading of wood forest products has the heterogeneity of regional,product and marketization degree.Compared with the previous literature,the following three aspects include.Firstly,break the previous research assumptions based on the homogeneity of industrial policies,comprehensively explore the influence of the quality of exported wood forest products and verify the synergistic effect.Secondly,the previous research on the influence at the micro prefecture-level level.Thirdly,the number of introduced forest products establishes the mechanism of the forestry industry policy affecting the export quality of wood forest products.This paper brings supporting industrial policies and regulatory industrial policies into the analysis framework,comprehensively examines the influence and function mechanism of forestry industrial policies on the quality of exported wood forest products,and explores the specific path to effectively help the quality upgrading of exported wood forest products.Three policy inspirations are put forward: fully grasp the synergistic effect of the two types of policies,attach importance to the enabling effect of product technology innovation,and emphasize the differentiated practice of forestry industry policy.It provides a more reliable basis for the government to give priority to which kind of industrial policies to better promote the quality upgrading of different types of exported wood forest products according to local conditions.
