| Rice is the main food crop in China,and rice is the main staple food in the south.The safety of rice production is crucial for China’s food security.As a packaged new product of agricultural socialized services,agricultural production trusteeship has been widely promoted in Yunnan in recent years,but it also faces many problems in the initial stage of promotion.Therefore,this article focuses on the situation of rice production trusteeship in Yunnan through case analysis,selecting the most powerful rice production trusteeship organization in Yunnan as the main body for research,and analyzing multiple different types of rice production trusteeship cases,involving multiple rice entire production trusteeship bases in Yunnan Province.At present,there are two main types of rice production trusteeship in Yunnan: partial trusteeship and full trusteeship.In addition,a survey was conducted in areas where farmers have a high degree of mechanization adoption.The benefits of two rice planting modes,full process trusteeship in rice production and small-scale farmer production,were compared.In theory,the full process trusteeship benefits of rice production are significantly better than small-scale farmer production methods,but the survey found that this is not the case.For the entire process of rice production trusteeship in Yunnan,the rice production trusteeship model should be flexibly adjusted based on the actual production conditions in various regions.The research results indicate that the trusteeship of rice production in Yunnan Province is still in its early stages,and various regions are actively exploring suitable trusteeship methods.In terms of overall revenue,the benefits of the full process trusteeship of rice production are not as expected.Compared with small-scale farmers’ production methods,the overall trust income of rice production is slightly higher than that of small-scale farmers’ production methods,but due to the difficulty of management,the yield is lower than that of small-scale farmers.The rice production trusteeship in Yunnan Province faces problems such as a lack of reference cases,weak service entities,inadequate policy implementation,lack of professional talents and financial support,and incomplete related agricultural supporting facilities.Based on the above issues,the paper proposes corresponding countermeasures and suggestions:building a demonstration base for full production trusteeship,improving the profitability of service entities,establishing a sound government supervision and restraint mechanism and accountability system,increasing the training of production trusteeship management talents,flexibly adjusting land use policies,and allocating financial support reasonably.The experience of increasing the profitability of entrusted organizations has been summarized from research and case analysis: shifting from the self owned resource model to the integrated resource model,from the employee model to the agent model,from land leasing to land equity,and from the entire process of rice production trusteeship to the entire rice production industry chain evolution. |
