Research On Community Grid Management In The Process Of COVID-19 Prevention And Control

The outbreak of COVID-19 in early 2020 not only had a huge impact on social and economic development and people’s lives,health and safety,but also posed a severe test to China’s governance capacity and system.In the context of epidemic prevention and control,the centralization and stratification of the traditional hierarchical social governance structure can no longer fully adapt to the multi-point and exponential growth of the demand for medical treatment,information and materials,and the advantages of network management can be brought into play.However,with the continuous development of multi-chain transmission and multi-point outbreak of epidemic prevention and control,community grid management has also exposed problems such as the lack of flexible governance and fine management,causing conflicts between the supply side of government services and the demand side of the masses.Therefore,in the process of epidemic prevention and control,it is of great significance to summarize the valuable experience of community grid management and adjust the focus of community grid management in a timely manner,which is of great importance to weave a solid community epidemic prevention and control network and consolidate the hard-won epidemic prevention and control results.Based on the new situation and challenges faced by community grid management in the process of epidemic prevention and control in COVID-19,this paper selects C city as the main research object,focusing on how to adjust the focus of community grid management in order to respond to the requirements of normalized epidemic prevention and control more flexibly,accurately and efficiently.By integrating the data analysis results of 12345 citizen hotline in C city,and on the basis of comparative analysis of the changes in the focus of grid management in C city before and after the epidemic,the case analysis method was used to analyze and study the situation of community grid management in C city.At the same time,combining with the semi-structured interview method,starting from the obtained interview data and using the theory of collaborative governance and network governance theory as analysis tools,this paper proposes its weaknesses in flexible governance,information construction,emergency management mechanism,multi-subject cohesion and other aspects and analyzes the reasons.Finally,From the perspectives of system and mechanism,talent team,multiple supply of resources,information construction and other aspects,the conclusion was drawn that community grid management should be refined,specialized,collaborative,and intelligent in the course of epidemic prevention and control,so as to promote the construction of resilient cities and improve the national governance system.
