Public cultural services are public cultural facilities,cultural products,cultural activities and other related services provided to meet the basic cultural needs of citizens,the supply of public cultural services is led by the government and participated by social forces,as an important carrier to meet the people’s basic spiritual and cultural needs and protect the people’s basic cultural rights and interests,it has far-reaching significance for the modernization of national governance system and governance capacity and the construction of service-oriented government.The public cultural service of grassroots streets and towns is an integral part of the construction of public cultural service system in China,strengthening the construction of public cultural services in grassroots streets and towns is conducive to improving the comprehensive cultural quality of grassroots people and enriching their spiritual and cultural life.Since the 19 th CPC National Congress,the party and government at all levels have launched a series of policies to support the construction and development of public cultural undertakings,we have increased financial and public resources investment in public culture,adhered to the basic cultural needs of the masses as the starting point,implemented a large number of cultural projects that the masses like to hear and see,and actively organized and carried out cultural activities that are close to the people’s life and in line with the people’s appetite.On the whole,the public cultural service system in China is gradually improved,and the diversified cultural needs of the public are gradually met.In recent years,Chengdu attaches great importance to the construction of public cultural service system,it is clearly proposed to comprehensively promote the upgrading of public cultural services,build a modern public cultural service system with balanced development,effective operation,benefit to the whole people and strong guarantee,which is compatible with Chengdu’s economic and social development level,actively promote the balanced development of urban and rural public cultural services,the city’s public cultural undertakings have made some achievements.But in the process of work promotion,in some remote grassroots areas,there are still deficiencies in the construction of public culture.The form of public cultural services is single,the content is not rich enough,the total amount is insufficient,there are few cultural activities,and there is a lack of professional cultural talents,these problems challenge the construction of public culture in grassroots areas of Chengdu.Shibandeng street in Jianyang City,as a grass-roots street in the outer suburbs of Chengdu,is a typical traditional rural area,in terms of the development and construction of public cultural services,there is still a big gap compared with the central city.Through interviews and surveys,this paper aims to understand the main practices and achievements of shibandeng street in public cultural services,and analyze the existing problems and reasons,using the new public service theory,governance theory and service-oriented government theory,and combining with the actual situation of shibandeng street,this paper puts forward countermeasures and suggestions for optimization and improvement.At present,the main problems existing in the public cultural service of shibandeng street in Jianyang City are as follows:First,the construction of public cultural services is backward,the total supply is insufficient,the content and form are not rich,and the means are traditional.Second,the supply of public cultural services is not equal,including the construction of cultural facilities is not equal,the distribution of resources is not equal,and the investment is not equal.Third,the public cultural service talent team is weak,such as the lack of staff,the lack of professionalism and echelon construction.Fourth,the supply and demand of public cultural services are out of line,including the mismatch of supply content and supply mode.Fifth,the lack of social participation in public cultural services is mainly reflected in the degree,form and enthusiasm of participation.The main reasons are that shibandeng street does not provide enough guarantee for the construction of public cultural services,the urban-rural dual structure system is limited,the construction of public cultural service talent team is backward,the two-way communication platform between supply and demand is lack,and the access of social forces is not high.On the basis of in-depth analysis of the causes of the above problems,based on the current situation of shibandeng street,this paper puts forward countermeasures and suggestions to optimize the public cultural services of shibandeng street,That is to strengthen the basic guarantee construction of public cultural services,promote the equalization construction of public cultural services between town area and non town area,strengthen the training and construction of public cultural service personnel,improve the matching degree of street public cultural supply and mass demand,and strengthen the participation of social forces in the construction of Village(community)public culture.Through these measures,we hope to improve the quality and level of public cultural services in shibandeng street,and better meet the needs of the people in the area.
