A Study On The Commissioning And Operation Model Of Contemporary Public Cultural Venues In China

With the development of the times and the promotion of policies,the social operation of some public cultural venues in China has made a lot of achievements,and the entrusted operation mode of public cultural venues plays an important role in the exploration of the socialization of public cultural venues.At present,the commissioning of public cultural venues in China has achieved some experience and results,but at the same time,many problems have been revealed,such as differences in the concepts of the commissioning parties,insufficient funds for the venues,controversies arising from multiple management,and disadvantages of the venues themselves,which can cause conflicts between administrative intervention and market-oriented work,insufficient funds for operation,lack of operating talents,and homogenization of service contents.Problems arise.Only through an in-depth analysis of the problems in the operation and development of the entrusted operation projects and their solution and improvement can the entrusted operation projects of public cultural venues be carried out smoothly and the entrusted operation model be promoted and developed,thus improving the effectiveness of China’s public cultural services and meeting the increasingly diversified public cultural service needs of the people.In this paper,we analyze and study the background of the commissioning model of public cultural venues,the current situation of the operation of the model and the institutional mechanism of the model,and summarize the bottlenecks of the commissioning project and the obstacles to the development of the commissioning model by using literature research,fieldwork,interviews and case studies.The paper is divided into five sections:Chapter 1,Chapter 2,Chapter 3,Chapter 4,Chapter 5 and Chapter 6.Chapter 2 and 3 summarize the institutional mechanism of the commissioned operation model through policy and case studies,and highlight the specific practices with reference value;Chapter 4 constructs a model of factors affecting the development of the commissioned operation model,and summarizes the problems and causes that restrict the development of the model by combining actual cases.Chapter 5 proposes the development strategies of the commissioned operation model from four aspects:system construction,rationalization of system,improvement of mechanism,and strengthening of guarantee,based on the existing advantages and striving for better conditions to achieve the double harvest of social and economic benefits.
