Research On Social Benefit Evaluation Of Public Culture Venues In China

The construction of public cultural venues as a public cultural facility is an important choice to meet the public cultural needs of the masses,and is also a key link in providing basic cultural services to the masses.In the 2017 and 2018,the report of the 19 th National Congress of the Communist Party of China and the relevant notices of the Ministry of Finance proposed to strengthen the construction of the public cultural service system,implement the cultural benefit project and implement a free and open policy for public cultural facilities.It can be seen from this that the Party Central Committee and the State Council have made major decisions to build public cultural facilities and provide basic cultural services to the masses from different functional levels.In the process of putting into operation of public cultural venues,the city has produced obvious comprehensive benefits,including economic,social and environmental benefits.Because it provides public cultural services in essence,the economic benefits and environmental benefits are relatively small,and more reflected in the social benefits it generates.However,in recent years,in the process of operation and use of public cultural venues in China,there are situations that are not compatible with the needs of the masses.The use efficiency is not high,and the service level is insufficient,which seriously affects the quality of life and the improvement of social production efficiency.It is necessary to test the effectiveness of public cultural venues in the use of social benefits.By constructing a social benefit evaluation index system for public cultural venues,the paper uses scientific and reasonable evaluation methods to analyze its social benefits from two angles.It hopes to fill the theoretical gap for the empirical study of social benefits of public cultural venues,and at the same time serve the public cultural venues.Provide effective reference for the effective operation and use of the decision.The article firstly sorts out the relevant literature review and theoretical concept foundations of public cultural facilities,public cultural products and public cultural services at home and abroad.Secondly,it covers the four main aspects of construction main body,construction type,land use scale and building scale of public cultural venues in China.The data compilation and summary were carried out;the social benefit evaluation index system and evaluation model of public cultural venues were constructed again,and the grey relational evaluation method and the grey relational cluster analysis method were selected.One of them was to target 31 provinces and cities in China through objective data.The social benefits of public cultural venues in the autonomous region are measured and ranked by the total evaluation value,and are classified into the eastern and western regions for qualitative analysis.The second is to classify the social benefits of public cultural venues in China into five categories,and analyze the social benefits and cluster them.The significant situation of various social benefits is currently generated.Finally,through the analysis of the research results,the corresponding countermeasures and suggestions for the future operation of public cultural venues in China are proposed to improve the social benefits of public cultural venues and meet the basic cultural needs of the people.The results show that: First,the social benefits of public cultural venues in China are uneven,the overall social benefits in the eastern region are high,the social benefits in the central region are ranked middle,and the social benefits in the western region are relatively backward.Second,among the five categories of social benefits,the employment income benefit and the population quality benefit are the most significant,the extension service benefits are very significant,the basic service benefits are generally significant,and the cultural experience benefits are not significant.In order to overcome these problems,it is urgent to strengthen the effective operation and public participation awareness of public cultural venues in China,formulate its overall operational development plan,expand the channels for capital investment,strengthen the operation management and publicity and promotion work in the process of public cultural venues,and improve its surrounding Service facilities and supporting construction to promote the emergence and increase of social benefits of public cultural venues in China.
