With the progress of science and technology, artificial intelligence and big data algorithms have become the internal driving force of contemporary and future development, the influence on human beings is no longer confined to a certain circle or discipline. The more AI technology develops, the closer the relationship with human beings will be,and the more significant the impact on ethics will be.On the one hand, since the development of artificial intelligence, people’s understanding of AI is not comprehensive, and there is not even a consensus definition. Moreover, under the influence of mass media such as science fiction movies, people’s cognition of AI is also biased. It is necessary to clarify these issues to lay a foundation for the discussion of AI ethics issues. On the other hand, the traditional ethical theories are no longer sufficient to deal with the technical risks brought by AI.In the context of traditional ethics, the responsible subject status is usually only considered to be related to human beings, and artificial creation is excluded from the responsible subject. However, the subjective characteristics of AI have a huge impact on anthropocentrism. Therefore,we need to discuss the connotation of “responsible subject” with the development of modern society.Through the discussion of the limits of AI consciousness and cognitive ability,it is found that AI and human intelligence are similar in the aspects of function, working mode and information processing, but it is different from human intelligence in the level of intelligence, the basis of intelligence generation and the essence of intelligence. This determines that AI has a certain degree of autonomy, but this autonomy is incomplete. Therefore,AI can be called incomplete responsible subject, which meets the minimum condition to become a responsible subject. Finally, facing the reality of moral life,AI has moral ability, but it does not mean that it can bear moral responsibility alone.AI can only bear distributed responsibility, and the rest of the responsibility still needs to be borne by the designers and users of AI according to the corresponding responsibility attribution. Therefore,it is necessary to develop a relatively complete ethical regulation system to promote the development of AI technology. At present,China has just starting in AI ethics governance. The research on this issue can provide advice and reference for Chinese artificial Intelligence ethics governance and other related issues, and better improve our country’s legal system. |
