1975 was an important juncture in the development of American higher education.Faced with various educational problems that emerged after the popularization of higher education,the American government,scholars and even ordinary people were thinking about ways to deal with them.Today,the United States still maintains its position as the world’s largest educational power,which proves that its coping strategies at that time have positive significance for the development of education.Therefore,this study is divided into four parts to conduct a study of the higher education policies of the United States federal government from1975 to 2005.The first part is a background introduction to the research content,starting from the educational functions of the federal government and the overview of the development of higher education in the United States,introducing the political system,educational administrative system,history of higher education development,and important higher education policies in the early stage.The second part is a detailed presentation of the policies related to higher education issued by the federal government during the research period in chronological order.The third part is an analysis and summary of the federal higher education policies based on the previous two parts,which specifically elaborates the influencing factors during policy formulation,the educational concepts of the policy subjects reflected in the policy content,the effectiveness achieved by the policy,the policy characteristics,and the evaluation of the policy.The fourth part sorts out some effective policy options for the federal government after the popularization of higher education in the United States,including uniting social forces,focusing on educational cohesion,teacher development,higher education quality assurance system,and education internationalization.In the process,it combines the actual situation in China,with a view to providing some inspiration for the development of higher education in China.
