| The United States had undergone economic stagnation and inflation crisis from 1970 to1990, then, the unemployment rate rose, the financial deficit increased. The economiccondition affected the domestic life and American international political status . Americanswere concerned to the education again. Americans regarded education as " Noah's Ark ". In1983 the National Commission on Excellence in Education published a report, titled A NationAt Risk: The Imperative For Educational Reform. The education upsurge began again. But,Republican Presidents Reagan and Bush didn't have many achievements in education,particularly in higher education. But the revolution of science and technology and the growthof economy request that all levels of labors receive good education, and have high skill andstrong compatibility. This condition requests popularization of higher education. Complyingwith the times, President Clinton proposed new higher education policies such as the DirectLending, the National Service, Gear Up and so on. The series of higher education policiesencouraged more and more people to accept higher education, and impelled America toprosperousness. The Clinton Administration's higher education policies are successful inpromoting education and the economical development. Clinton's achievements could not beobliterated. It is necessary and useful for us to discuss and analyze the ClintonAdministration's higher education policies, and the background, characteristic and result ofthe policies.The thesis is composed of preface, text, conclusion and appendix.
