In late Qing Dynasty,the gateway of our country was forced to open,and western higher education discourse system was introduced into our country.Under the special historical circumstances of domestic troubles and foreign invasions,China’s higher education has entered the development stage of modernization,with typical characteristics of "latecomer exogenous" type.Therefore,the higher education policy of modern China is also deeply influenced by the western higher education discourse system,and has the characteristics of integrating both domestic and foreign.Of course,not all the imported Western higher education discourse systems can arouse strong reactions and have practical effects.This is not only related to its own nature,content and degree of dissemination,but also directly related to whether the recipient country can provide a compatible development environment.In the new era,if we want to build the discourse system of higher education with Chinese characteristics and build a powerful country in higher education with Chinese characteristics,we should summarize the past on the basis of history.Therefore,from the starting point of modern higher education,we can not only sort out the development course of modern higher education policy,but also summarize the epistemological basis of policy formulation and implementation.More importantly,we can learn how to deal with the relationship between native and foreign countries in history,and how to absorb and internalize foreign systems,so as to realize the application of the methodology of "for our own use".By summarizing historical contributions and reflecting on historical limitations,we can explore the source and take history as a mirror,and inject new impetus into the development of higher education policies.Based on the theoretical model of education policy reference by David Phillips,this research aims to explore the influence of western higher education discourse system on modern Chinese higher education policy,and carries out a comprehensive investigation from both vertical and horizontal dimensions.The vertical dimension takes the historical stage of higher education development as consideration.Due to the social upheavals and political upheavals in this period,the development of higher education had significant stage characteristics,and the higher education policies also had distinct stage differences.According to the content and characteristics of policy making,it can be divided into four stages: initialization,diversification,standardization and transformation.The horizontal dimension is an all-round analysis of modern Chinese higher education policies based on the four stages of transnational attraction,decision-making,implementation and localization.By combining the vertical and horizontal dimensions and using the literature analysis method and the historical analysis method,this paper analyzes the influence of western higher education discourse systems on the higher education policies in modern China,and sorts out the specific process of the formulation and implementation of higher education policies in modern China.To explore the integration of the modernization transformation of the traditional discourse system of higher education and the localization of the western discourse system of higher education,so as to provide reference and inspiration for the construction of the discourse system of higher education with Chinese characteristics in the new era and the formulation of higher education policies with Chinese characteristics.
