Research On The Construction Of County Culture And Tourism Public Service System

The establishment of the Ministry of Culture and Tourism,PRC in 2018 marked that China has entered a new historical stage of integrated development of culture and tourism.The integration of public services of culture and tourism is an important guarantee for promoting the high-quality integrated development of culture and tourism.The cultural and tourism public service system,which is established to meet the basic cultural and tourism service needs of residents and tourists,is led by the government and jointly provided by cultural and tourism enterprises and social forces.It covers four aspects: service guarantee system,infrastructure construction system,operation management system and feedback evaluation system.It has the characteristics of sharing,precision,intelligence and integration.This paper takes the construction of the public service system of culture and tourism in A County of Taiyuan City,Shanxi Province as an example.The field investigation finds that the public service of culture and tourism plays a positive role in promoting the development of county culture and tourism industry and protecting the basic cultural rights and interests of local residents and tourists from abroad,and also has certain development effects on promoting civilization construction and the high-quality development of economic society.However,it is found that there are many common problems in promoting the construction of county culture and tourism public service system,such as inefficient use of cultural and tourism public service infrastructure,imbalance of service guarantee system,"two skin" of cultural and tourism public service functions,rigid operation management,low active participation rate of the public.This paper analyzes the root causes of the problems from the four dimensions of group consciousness,system,environment and funds,such as some officials’ bureaucratic behavior habits,individual civil servants’ weak concept of public service,the public’s awareness of active feedback on cultural and tourism service demand,the absence of relevant policies and regulations,the dislocation of supply and demand structure,the chaos of operation mechanism,the shortage of public financial input,the great reform of system and the social economy The impact of the cultural environment and the impact of the novel coronavirus epidemic on the cultural and tourism industry are all important reasons.In order to realize the high quality integration and efficient operation of county public cultural tourism service system,first,improve the public cultural tourism service guarantee system,change the thinking concept of government service and public participation;Improve national policies and legal documents;Establish a diversified special fund investment mechanism;Establish a supply mechanism for cultural and tourism public service resources;Building a macro environment to promote integrated development;Second,transform and upgrade public cultural and tourism service infrastructure,integrate tourism elements into public cultural service facilities,transform tourism public service facilities by means of cultural empowerment,and build an integrated intelligent platform for cultural and tourism public services based on big data.The third is to innovate diversified operation and management mode,and establish the "1+N" diversified operation and management mode in service object,product supply,service project and compound talents;Fourth,to build a comprehensive feedback and evaluation mechanism,through optimizing the public demand feedback mechanism and effective application of performance evaluation tools,timely adjust the decision-making and deployment of county government,so as to achieve efficient management of county public cultural tourism services.
