Study On The Influence Of Undertaking Industrial Transfer Policy On The Development Of Cultural Industries In Central And Western Provinces

In recent years,China’s eastern coastal areas are relatively saturated with capital and the conflicts of resource and environmental constraints are becoming increasingly prominent,while the central and western provinces have broad development prospects with improving infrastructure and relatively low factor costs.In 2010,China issued the"Guidance of the State Council on the transfer of industries to the central and western regions" to guide and support the central and western regions to undertake industries in the eastern regions,thus promoting regional economic development and optimizing industrial division of labor.Most of the central and western provinces have successively issued provincial response policy documents,which also take the cultural industry as one of the important directions to undertake,so whether the policy is introduced to promote the development of the overall local cultural industry in the central and western provinces,as well as through what mechanism to have an impact on the development of local cultural industry.In this paper,we use panel data of 18 provinces in central and western provinces from 2012 to 2021 to measure whether or not the policy is introduced in response to industrial transfer,and use the multi-period double difference method to obtain the following findings:(1)The central and western provinces that introduced and implemented the policy of undertaking industrial transfer obviously played a role in promoting the development of the local cultural industry as a whole,and the policy effect has certain lagging characteristics,and the conclusion still holds after the dynamic effect test,parallel trend test,PSM-DID test and placebo test.(2)The heterogeneity analysis found that the cultural industry cnhancement effcct of this policy introduction was significant in the central and western provinces with higher level of economic development,higher cultural industry activity and rich cultural resources.(3)The mechanism analysis finds that the policy is introduced to promote the development of the overall cultural industry in the central and western provinces mainly in terms of optimizing the industrial structure,enhancing the innovation capacity and the technology spillover effect of foreign direct investment.Specifically,the introduction of the policy facilitates the development of cultural industries in the province through independent selection of industries to be undertaken and related supporting industries,etc,increasing the spillover effect of information and knowledge,and obtaining technical,financial and practical experience support from foreign investors.According to the research results,the central and western provinces can promote their cultural industries in the following ways.First,the government should vigorously promote the implementation of the policy of undertaking industrial transfer and introduce supporting policies,to improve the overall level of cultural industry development in the province.Second,consideration should be given to responding to the lagging effect of the policy by planning to undertake long-term projects in cultural industries.Again,to stimulate the vitality of the influence mechanism,to enhance the positive effect of the policy of undertaking industrial transfer in terms of adjusting and optimizing the industrial structure,enhancing the innovation capacity and focusing on the introduction of foreign direct investment.Finally,the differences between central and western provinces and regions in terms of economic development level,cultural resource endowment and cultural industry activeness should be fully considered to implement differentiated undertaking paths.
