Research On The Government Functions In The Comprehensive Reform Of Agricultural Water Prices In Donglei Chuhuang Irrigation Area, Weinan Cit

Agricultural water accounts for the largest proportion of water resources utilization in China.For a long time,the formation mechanism of agricultural water price has not been perfect,the water price has not played the role of encouraging water conservation,and the incentive and restraint mechanism for water conservation has not been perfect,resulting in extensive agricultural water use patterns,water Resources have not been fully utilized,which is not conducive to agricultural water-saving and sustainable development of agriculture.The current water price is lower than the cost price,resulting in difficulties in the operation of irrigation management units,a shortage of technical personnel and limited development;the last stage canal system cost is insufficient and the hydraulic engineering management and protection are not in place;and there are many phenomena of disguised price increases in some village groups,which have disturbed the water market,increased the burden of farmers;these led to the National Agricultural Irrigation Water Utilization Coefficient only 0.536 on average,serious waste.Therefore,the comprehensive reform of agricultural water price can effectively purify the water market,ensure the good operation of irrigation management units,promote the sustainable development of agriculture and improve the utilization rate of agricultural water resources.In 2016,the State Council General Office said it would take the country about 10 years to achieve the goal of comprehensive reform of agricultural water prices.The reform is mainly guided by the new functions of the government,mobilizing the enthusiasm of all participants in the market,using economic interests to guide farmers to establish water-saving awareness and realize the goal of water-saving in agricultural production.Therefore,it is of great significance to study the government function in the current comprehensive reform of agricultural water price.In this paper,the government function in the comprehensive reform of agricultural water price in Donglei Yellow River Irrigation district of Weinan is taken as the research direction,based on the theory of public governance,the theory of the function model of the leading government and the theory of the service-oriented government,and with the reference standard of the government’s function and the ideal way of performing its duties in the comprehensive reform of the agricultural water price,based on the questionnaire survey and field interviews with the farmers,the staff of the farmers’Water Use Association and the staff of the Irrigation Management Unit,the defects of the government functions in the comprehensive reform of the agricultural water price in the Donglei Yellow River pumping irrigation area in Weinan were found,based on the experience of other provinces,cities and counties,the paper puts forward some suggestions on how to optimize the government function in the comprehensive reform of agricultural water price in Donglei Yellow River Irrigation district of Weinan.Through systematic and in-depth investigation,it is found that the defects of the government functions in the comprehensive reform of the agricultural water price in the Donglei Yellow River pumping irrigation district of Weinan are:the government management is not in place,the financial investment is insufficient,and the assessment system is not perfect,there is no standard to follow,propaganda is not in place,the information of Irrigation district is not transparent.Therefore,the government should change its role,reform its administrative management model,perfect its examination and supervision mechanism,innovate its management model and increase its investment,so as to promote the reform more effectively,achieving reform goals.
