Research On The Risks And Countermeasures Of Local Government PPP Cultural Tourism Project

Cultural tourism is one of the key manifestations of a country’s cultural output,which plays a key role in enhancing the soft power of national culture and innovating and developing cultural industries.However,at present,cultural tourism projects are similar to many public service projects,and there are problems such as lack of funds and chaotic management.Because cultural tourism projects only have fewer financing channels,the key source of funds comes from government financial funds and bank loans,which makes many projects need to face the risk of abortion in the early stage.Therefore,it is necessary to study the risk of cultural tourism facilities projects under PPP mode and reduce the risk of abortion.Taking the PPP project of Confucius and Mencius cultural tourism infrastructure in J city as an example,this paper discusses the risk problems and countermeasures of PPP Confucius and Mencius cultural tourism infrastructure project from the perspective of new public management.The main research contents are as follows:First,it introduces the background and significance of the topic selection,research status at home and abroad,research methods and research contents;Secondly,it gives the theoretical basis and theoretical basis of this paper,introduces the related theories involved in the research content,and gives the concept and characteristics of PPP model,the connotation of cultural tourism infrastructure and the definition and classification of risks;Thirdly,taking the PPP project of Confucius and Mencius cultural tourism infrastructure in J city as an example,this paper introduces the general situation of J city and the situation of Confucius and Mencius cultural tourism projects,and analyzes the problems and causes of the risks of the PPP project of cultural tourism infrastructure from the perspectives of government management,enterprise investment and social and economic environment.Fourthly,taking the PPP project of Confucius and Mencius cultural tourism infrastructure in J city as an example,this paper puts forward the corresponding prevention strategies from the perspective of government management,enterprise investment and social and economic environment,covering such risks as avoidance,control,retention and sharing.Apply the above-mentioned measures to deal with risks in PPP project,reduce,prevent,transfer,avoid,accept and reserve all kinds of risks in this way,and put forward detailed management and risk disposal methods through comprehensive risk weighing,so as to effectively control or eliminate risks in the project.With the help of identifying,evaluating and responding to the risks in government management when the Confucius and Mencius Cultural Tourism Project in J City is in PPP mode,the purpose is to alleviate the funding bottleneck encountered in the development of this kind of cultural tourism project,to ensure the smooth development and operation of the project,and to provide some reference for the development and construction of similar projects in the future.
