Research On The Effect Of Fiscal Decentralization On The Supply Efficiency Of Public Cultural Services

The public cultural service,as an important part of public service,can enrich people’s spiritual life.However,there are several problems to be solved urgently: Firstly,the construction level of public cultural services lags behind the actual needs.Secondly,the construction level of public cultural services in east area is superior to the west area and middle area.Thirdly,the urban construction level is superior to the rural areas.The most important nature of public cultural services is that it attaches most importance to social benefits.The fiscal decentralization significantly affects the government’s internal governance process,which includes the supply process of public cultural services.By combing the existing literature,I find that few paper focuses on public cultural services,hence this paper is an attempt to enrich research contents,focusing on the impact of fiscal decentralization on the supply efficiency of public cultural services.After defining relevant concepts and elaborating relevant theories,theory analysis is carried on.According to the theory of fiscal decentralization and so on,fiscal decentralization can improve the supply efficiency of public services in general.Then this paper carries out empirical tests.Firstly,multiple indicators in the cultural field are selected to construct an efficiency evaluation index system.The supply efficiency of public cultural services is found to be low by using data envelopment analysis method,and the main reason is that the pure technical efficiency is low.Then,comprehensive efficiency was selected as the explained variable,and fiscal revenue decentralization,fiscal expenditure decentralization and fiscal autonomy were selected as the explanatory variables.By using the panel Tobit model,it draws a conclusion that fiscal decentralization would decrease the supply efficiency of public cultural services.In addition,through using panel threshold model,this paper finds out that as to fiscal revenue decentralization,when the level of economic development increases to a certain level,the negative impact increases by using panel threshold model;as to fiscal autonomy,when the level of economic development increases to a certain level,the positive influence turns to negative influence.The empirical tests are inconsistent with the theoretical analysis,which is because the prerequisites are not met.Based on the empirical analysis,this paper makes several policy suggestions such as scientifically determining the scale and structure,reasonably dividing inter-governmental powers and expenditure responsibilities,constructing a scientific and reasonable public cultural supply efficiency management system and strengthening the supervision.In general,this paper explores the relationship between fiscal decentralization and supply efficiency of public cultural services,enriching the existing research and providing reference for improving the supply efficiency of public cultural services.
