Study On The Collaborative Mechanism Of The Subject Of Rural Public Cultural Service System Construction

The construction of rural public cultural service system is an important part of the revitalization of rural culture,and also the way to achieve the modernization in harmony between material and spiritual civilization and the strong socialist culture.On the road of socialization and specialization,public cultural services continue to promote reform and innovation and encourage the injection of social forces,multi-subject collaboration has become an effective way to promote the high-quality development of public cultural service due to its advantages in improving the construction level,promoting the matching of supply and demand,and activating the internal impetus of culture.Therefore,this paper takes the collaborative mechanism of the subject of rural public cultural service system construction as the research theme,selects B Town in Gansu Province as the research object,uses the case study method,combines the synergy theory and collaborative governance theory,analyzes the development and formation process of the dynamic collaborative mechanism according to the actual state of interaction and cooperation between multiple subjects,and further puts forward optimized countermeasures and suggestions.It is found that the collaborative mechanism of the subject of rural public cultural service system construction includes synergistic elicitation,synergistic action and synergistic maintenance.The synergistic elicitation is the starting point of the collaborative mechanism.Due to the need of the government to rebuild the social governance order and improve the governance efficiency,the government,social organizations and villagers jointly form the endogenous and exogenous power of the collaboration under the action of the government decree,interest and psychological drive.In the synergistic action,the government,social organizations and villagers play the roles of leaders and service providers,providers and coordinators,participants and proofreaders respectively,contributing to the order parameter from the four dimensions of culture,rights,interests and system,and all subjects preliminarily reach the collaboration in the construction of public cultural service system.The order parameter continues to absorb new individuals and extend the collaboration to a wider range of grassroots social governance through the construction of culture,construction,interest and consultation community to achieve a higher level of synergy.The synergistic maintenance is the long-term development of multi-subject collaborative construction mode,which is promoted by subjects to expand their own advantages by policy refinement,project development and service deepening.Finally,combining with the existing practical dilemmas,the author put forward countermeasures and suggestions,in order to improve the quality of public cultural service system construction,expand the role space and efficiency of multi-subject collaborative mechanism in grassroots cultural governance and grassroots social governance,improve the applicability of collaborative governance in specific situations,and provide ideas for exploring ways to improve the effectiveness of rural public cultural service governance.
