A Study On The Interaction Between Party Building And Political Power Building During The Yan'an Period (1935-1948

The CPC,as a political party that has been in power for more than 70 years and has been founded for 100 years,has always been two extremely important tasks in party building and administrative power building.An important reason for the CPC to stand at the forefront of the times is that the party attaches great importance to the combination of party building and administrative power building,and adopts appropriate strategies in different historical stages.The Yan’an period was a critical period for the CPC to combine its own construction with the construction of political power.A thorough study of the historical experience of the interaction between party building and administrative power building in the Yan’an period is of great significance for answering specific problems in the interaction practice of party building and regime building in the new era,and for improving the party’s governance capacity.The theoretical premise for the interaction between party building and regime building lies in the relevance of theory and practice.The theory of interaction between party building and political power construction originates from the theory of Marxism Leninism on the relationship between proletarian political parties and the state.The experience of the CPC in the construction of the peasant association regime and the Soviet regime from its establishment to the establishment of the Shaanxi Gansu Ningxia Border Region Government has provided important experience for the interaction between the party building and the regime building in the Yan’an period.During the Yan’an period,the interaction between party building and regime building was mainly carried out in the barren natural environment and traditional agricultural social structure of the Shanxi-Gansu-Ningxia border region.The need to unite the people to strive for victory in the War of Resistance Against Japan,optimize the external survival environment of the Party,solve social problems,and promote social transformation is the realistic reason for the interaction between the Party’s construction and political power construction during the Yan’an period.During the Yan’an period,the construction of the Party and the political power had a deep positive interaction practice in the context of revolution and war: integrating the construction of the Party with the construction of the political power,integrating the inner-party democracy with the adherence to the subjectivity of the people,integrating the construction of the political ecology with the construction of the social ecology,combining the construction of democracy and the rule of law with the promotion of the party image,and combining the improvement of the people’s livelihood with the identification of the party,combining the ruling practice with forging the party spirit,and combining the shaping of individual masses,different groups and the whole society.These are the basic experiences that can be used for reference in the new era to promote the in-depth development of party building and administrative power construction.In the new era,building a new national system,building a community of social governance that is jointly built,jointly governed and shared,and reshaping "collectivity" are also contemporary inspirations from the interaction between the Party building and the administrative power building in Yan’an period.
