The Sino Japanese War broke out in 1894 and ended in China’s fiasco.The following year,Japan proposed to China to cede Liaodong Peninsula and other places during the negotiation,and wrote this content into the Treaty of Shimonoseki.After the Treaty of Shimonoseki was put forward,Russia,which also took Northeast China as the target of aggression,was greatly dissatisfied.Russia gathered France and Germany,which also wanted to expand their forces in China,to force Japan to return the Liaodong Peninsula,which had been collected.This event was historically called “triple intervention”.On the surface,the intervention was a diplomatic conflict between imperialism,but it caused a new combination of international forces in East Asia and profound changes in international relations.In this diplomatic conflict,the United States only responded friendly to Japan’s request for “anti intervention”,and its attitude was not positive.The reasons why the United States insists on “neutrality”are: 1、Russia,France and Germany are strong and resolute,and the United States still lacks the courage and strength to confront them.2、The United States has further opened the door to China and Korea through the Sino Japanese War,and there is no need to support Japan to take further actions.3、If U.S.support Japan against Russia and other countries,it will only lead to a scuffle in China,which is not in line with the interests of the United States.At this time,the United States is not willing to take extra measures,but hopes that things will return to calm and normal as soon as possible.At the end of the 19 th century and the beginning of the 20 th century,the United States wanted to further seize its interests in China through its appeasement policy towards Japan.Supporting Japan in launching the Sino Japanese War was an initial attempt by the United States to shift the focus of its foreign policy from the Atlantic Ocean to the Pacific Ocean,and it was also a prelude to “opening the door”.This article is divided into three parts.The first part states the situation of Sino Japanese negotiations1894-1895 and the after the Sino Japanese War transition of triple intervention.By combing the process of signing the Treaty of Shimonoseki to take effect,it explores the changes of the United States’ diplomacy towards China regarding the triple intervention.The second part explores the changes of the United States’ diplomacy with Japan on the three countries’ interference.The third part focuses on the analysis of the US government’s diplomatic response to the three countries’ interference in returning Liaoning,restoring the diplomatic activities of China,Japan and the United States,exploring the U.S.diplomacy to China,Japan and the transformation of the U.S.East Asia policy after triple intervention,and trying to analyze the reasons and effects of the U.S.East Asia policy adjustment and transformation.As an extremely important part of China’s diplomatic relations.Sino-U.S.relation are not only related to peace in the Asia Pacific region,but also to the stable development of the world.By studying the transformation of the United States’ East Asia policy at the turn of the 20 th century,it is helpful to sort out the facts of the United States’ East Asia diplomacy,deeply analyze the American character,and more conducive to understanding the United States,providing some micro reference for contemporary international relations.
