Research On The Government Function In The Development Of Wuhan Cultural Industry Park

The adoption of the CPC Central Committee’s Proposal for Formulating the 14 th Five-Year Plan for National Economic and Social Development and the Long-range Goals for the next 2035 marks the beginning of a new journey to fully build a modern socialist country and a new journey to build China into a strong cultural country.Local governments actively promote the high-quality development of cultural industries,and promote the construction of cultural power through cultural industries.Cultural industrial parks have also risen to a new strategic height.As the largest city in Central China,Wuhan’s cultural industry is developing rapidly,and the cultural industrial park has a strong momentum of development.The cultural industrial park has entered a stage of high-quality development.Most of the cultural industrial parks in Wuhan are government-led.In the future,the focus of the municipal government will shift from increasing the number of parks to building high-quality cultural industrial parks,and consider how to maximize the function and provide adequate guarantee for the development of cultural industrial parks.Based on the government intervention theory and meta-governance theory,this paper takes Wuhan cultural industrial Park as the research object.Through consulting materials and field investigation,it comes to know that the types of cultural industrial parks in Wuhan present diversified development and gradually form a spatial layout of cultural industrial parks with "Donghu High-tech as the main core,five main urban areas and eight far urban areas as the support".Through overall planning,policy support,institutional establishment and other aspects,the municipal government has played its role in optimizing the cultural industry in Wuhan,continuously upgrading the infrastructure of the park,and continuously improving the development environment of the park.Although the development of Wuhan cultural industrial Park has achieved certain results,it is found that there are some problems such as incomplete policies,lack of public service platform,low service ability of the park,insufficient human resources and unbalanced development of the park.Therefore,this paper selected SOHO Creative Industry Park in New York,Manchester Science Park in Britain,Malanshan Video Cultural and Creative Industry Park and Yuanhetang Cultural Industry Park in Suzhou,which were built earlier,as case studies,and summarized the experience and enlightenment of government functions.Based on the results of interviews and questionnaires,this paper puts forward optimization suggestions that Wuhan municipal government should improve the construction of policy system,establish a public service platform,enhance the capacity of public service,expand the team of professionals,and strengthen regional coordinated development,etc.,hoping to provide some inspiration for the government to further promote the high-quality development of cultural industrial parks.
