Hierarchical Difference Of The Government Action In The Response To Civil Rights Issues

For a long time,there has been a desire for a "bam-type" government in the theory and practice of domestic social contradictions and conflicts,believing that all the expression-claiming demands should be answered and resolved by the government,as if the demands of the people were naturally reasonable.The government only has to consider how to operate.According to their observations,the researchers have roughly classified the government’s response strategies,and have realized that China’s government is not"monolithic".Different levels of government and different government departments have different attitudes and actions towards the same civil rights protection event.However,the source of the case or from the network,media and other public media,resulting in the necessary information is filtered;Even the case data from field research cannot be fully mastered due to the real attitude of governments at all levels,so that the relevant research cannot fully grasp the operation process within the government,and its operation mechanism and behavioral logic cannot be seen.Based on these deficiencies in the existing studies,this paper starts from the author’s personal participation or first-hand observation of the case,to carry out a solid and systematic study.In fact,the role of the government in the maintenance of social order is far from being so single as a service provider,but a combination of multiple roles,an arbiter,a neutral observer,or a conflicting party to interests,Different levels of government have different attitudes and policies towards civil rights protection events.The role of the government is shown through the actions of the government.This paper presents the action characteristics of different levels of governments through the analysis of 282 cases of public group rights protection events in L street of N city from 2012 to 2018.On this basis,the analysis found that sometimes the actions of the government are consistent and sometimes there are differences.The degree of consistency is related to the nature of the appeal of the event,the degree of rationality of the appeal,the time of the event,the level of the government and other variables.This paper further explains the causes and mechanisms of the similarities and differences of government roles and explains the possible negative effects of the differences in the levels of government roles in the field of civil rights protection.From the perspective of solving the negative effect of the difference in the role and hierarchy of the government,this paper finally puts forward policy Suggestions to optimize the government’s response,so that the government can better perform its functions in the interaction with the public,and at the same time ensure a stable and just social order,so as to realize a virtuous circle.
