Study On Community Convenient Public Service Supply In Urumqi

The report of the 19 th National Congress of the Communist Party of China clearly pointed out that "socialism with Chinese characteristics has entered a new era,and the main contradiction of our society has been transformed into a contradiction between the people’s growing need for a better life and the development of an inadequate balance.As people are increasingly pursuing the improvement of their quality of life,they have also put forward new requirements for community-based public services.The reasons are not only related to the quality of life and social status of the residents,but also affects the stability of the society and the construction of a service-oriented government,However,as far as social reality is concerned,there are still many difficulties in the construction of public service provision for urban communities.Therefore,removing the barriers that limits the level of public service provision for convenience,it will help to further improve the public service supply system for the convenience of the community and meet the growing needs of the community under the people-centered mind,In this paper,based on the perspective of people-centered mind and public service supply theory,combined with the actual situation in Urumqi,the detailed exploration of the public service supply system of community convenience has been carried out as below: First,through the community field visits,Sorting out the content of public service provision for convenience from five aspects,such as health care,community culture,community policing,community facilities and community employment.,Then through the analysis of system construction,resource integration and contradictory resolution,the provision of convenient public service concluded that Urumqi has achieved five major results from existing convenience build the foundation for the convenience of public service platform,promoting harmony among residents,improving the quality of service provision,maintaining social stability,and enhancing the effectiveness of national unity;Second,the questionnaire and structured interview methods were used to supply the main body,supply content,supply system and supply purpose.and the problems of the insufficient supply of community neighborhood committees in Urumqi community has been found,such as the contradiction between supply and demand,the lack of supply resources,the single source of supply,and the low enthusiasm of residents.At the same time,it is deeply analyzed from the four levels of system,content,security and concept.The main reasons for the problem are: the administrative management system has a serious tendency to be administrative,the service content is incomplete,the guarantee is lacking,and the public service concept has not been deeply rooted in the hearts of the people.The third is to adhere to the people-centered thinking and public service supply theory as a guide.Based on the experience of the three typical urban communities in Shenzhen、Beijing and Shanghai and Combined with urumqi social stability,long-term peace and stability of the overall goal and the actual situation of large ethnic groups living together.providing constructive suggestions for promoting high-quality community convenience public service supply systems from the aspects of clarifying the positioning of government functions,introducing market mechanisms,developing diversified supply entities,improving resource integration mechanisms,enhancing residents’ participation awareness,and strengthening convenience.
