Research On The Construction Of Township Convenience Service Center From The Perspective Of Three Dimensions

The Convenience Service Center is a new local organization that serves the three rural areas in rural areas in recent years.It aims to facilitate the masses,operate efficiently,standardize services,and cleanliness.The organization faces the grassroots level and mainly handles service matters for the society,enterprises and the masses.It provides “one-stop” service for administrative licensing and administrative examination and approval by simplifying administrative licensing procedures and standardizing administrative law enforcement actions.The rise of the convenience service center is by no means an accident.It is the inevitable result of the development of the times,conforms to the trend,and satisfies the needs of the masses to safeguard their own interests.On June 25,2002,the Luoyang Administrative Service Center was established.In the few years since its establishment,the Administrative Service Center has been reforming in the process of exploration and progressing in the reform.The hall has achieved remarkable results in promoting the government of the Sunshine and alleviating the problems of “difficulties in handling things” and “recourse to nowhere”.In order to further deepen the reform of the administrative examination and approval system,promote the government's service function to the grassroots level,and effectively solve the "last mile" problem,the Luoyang Municipal Government decided to create a public service platform oriented to the grassroots,so that the grassroots can enjoy high quality and high efficiency.Service.On June 19,2007,Luoyang Municipal People's Government issued the document No.75 of Luozheng(2007),namely,“Implementation Opinions on the Construction of Township Convenience Service Center in Luoyang City”,requesting the completion of 50 township-level convenience service centers in Luoyang at the end of 2007.The 41 service contents such as family planning,cooperative medical care,civil affairs,and forestry show that the people's demands for government public services to sink and equalize are increasing,and the operation of the platform is more scientific,professional,and standardized.However,with the continuous acceleration of the construction of the national service-oriented government,the voice of the masses to provide higher quality public services to the government is also growing,and the public service capacity of the township government is obviously lagging behind,which cannot keep up with the needs of social and economic development.As a new form of service for the convenience,the convenience hall is affected by regional differences,and the operation of the halls varies from place to place.Lack of experience and practical basis,problems in the process of operation have gradually become prominent,these problems not only seriously affect the experience of the masses,but it seriously undermines the government's prestige,making the relationship between the cadres and the masses worse.This paper analyzes the current situation of 14 township convenience service centers in Yichuan County,and points out the deep problems such as weak consciousness,long management and unsound system in the operation of the convenience center.These problems have seriously affected the government's credibility and Mass satisfaction.With the help of new public management theory,governance theory and other related theories as theoretical tools,this paper expounds the role of relevant theories in strengthening the construction of convenient service centers in Yichuan County,and proposes from the three dimensions of subject,process and environment.Some countermeasures to solve the above problems will point out the direction for the development of the township convenience service center in the future,so that the peasants can enjoy the high-quality services provided by the government,and the township government can be effectively transformed into a service-oriented government.
