| China has a vast territory and many resource-based cities.After enjoying the development dividend brought by the rich resources,the problems of resource exhaustion and environmental pollution become more and more serious,and resources have gradually become a drag on the economic development of resource-based cities.China’s economy has entered a new stage of high-quality sustainable development,and the transformation of resource-based cities is urgent.Based on the above background,it is of great significance to study the path to solve the "resource curse" problem of resource-based cities.The research on "resource curse" has a long history.Scholars also explain the causes of "resource curse" from the perspective of Dutch disease effect,crowding out effect and institutional weakening effect.From the perspective of institution,this paper studies the relationship between institutional quality,resource endowment and economic growth.Limited to the availability of data related to institutional quality,this paper uses the panel data of 274 cities in China from 2005 to 2013 to measure the green economic growth rate by using non radial distance function and global Luenberger productivity index,and constructs a linear benchmark model to verify the existence of "resource curse" in Chinese cities.Then,we introduce the interaction term of institutional quality and resource endowment into the linear benchmark model to study the heterogeneity effect of institutional quality on the relationship between resources and green economic growth.In order to further explore the specific mechanism of the impact of institutional quality heterogeneity,this paper relaxes the linear hypothesis and uses the partial linear functional coefficient panel data model for empirical analysis.The results show that:(1)in the overall level of China’s cities,resource endowment is conducive to the growth of green economic,and resource curse does not exist;however,in terms of samples,resource curse appears in resource-based cities,while resource blessing still exists in non resource-base cities.(2)The level of institutional quality has a heterogeneous impact on the relationship between resource endowment and green economic growth.Only when the value of institutional quality is higher than a certain level,the impact of resource endowment on green economic growth can be significantly positive,and after this turning critical value,this positive impact increases with the improvement of institutional quality.Finally,according to the empirical results,this paper offer the corresponding advice to avoid the "resource curse" and achieving green economic development. |
