| Corruption is the biggest threat our Party faces.Building a clean Party conduct bears on popular support and bears on the future of the Party and the country.Rural grass-roots organizations are in direct contact with the masses,and the corrupt behavior of village cadres directly damages the vital interests of the common people,thus adversely affecting the credibility and influence of the Party and the government in rural areas.Therefore,it is imperative to strengthen the construction of rural grass-roots Party style and clean government and to govern rural corruption.This paper takes village cadre corruption as the research object,tries to use property rights theory,power restriction theory and public choice theory to set up the research framework of village cadre corruption,and uses literature research analysis method and empirical case,supplemented by statistical data to explore the occurrence mechanism and governance countermeasures of village cadre corruption.Based on the rough description of the fact of village cadre corruption,the paper summarizes the types,main characteristics and harm of village cadre corruption,and then explores the formation logic of village cadre corruption from the four aspects of corruption motivation,resource attraction,power support and system loopholes.Specifically,first of all,starting from the individualism methodology analyses the village cadres corruption motivation generated by the subtle psychological,secondly analyses country input resources and village collective owned "three-capital" is the important cause of village cadres corruption.Thirdly,under the dual effects of the weakening of township administrative capacity and the plight of grass-roots democracy,the alienated power of village cadres provides strong support for their implementation of corruption.Finally,from the village affairs open system,the village cadre power control system and laws and regulations and other institutional aspects of the defects analysis of the village cadre corruption can occur system defects.Finally,combining the causes of village cadre corruption and the actual situation of China,this paper puts forward some countermeasures to control village cadre corruption.The governance of village cadre corruption is not only a practical problem,but also a theoretical problem.Since the 18th National Congress of the Communist Party of China,the governance of village cadres’ corruption has gradually achieved an overwhelming trend.To consolidate and develop the hard-won victory results,we need to deeply examine and think from the theoretical level on the basis of paying attention to reality. |
