Study On Public Entanglements In Urban Community Autonomy

Community autonomy is the basic feature of community governance in China,and it is also the inevitable requirement to improve the ability and level of community governance.In recent years,with the development of urbanization,the living and development needs of urban community residents in China have become increasingly diversified.Community residents take an active part in community public affairs.Their strong demand for autonomy has exposed many problems that need to be solved in the process of community autonomy.In the early stage of this research,through participatory observations conducted in urban communities,we learned that urban communities have actively carried out community self-government practices.This mainly relies on urban community self-government organizations-neighborhood committees and property committees play an important role in community governance.Although the government encourages and supports community autonomy,owners committee will encounter pressure from the internal and external environment in the process of organizational development and improvement.Based on this reality confusion,After a long period of observation and research,as well as related literature and information,this research believes that in the urban community autonomy,different interest subjects such as sub-district offices,community residents committees,owners committees,residents or owners and property service company form the pattern of multi-subject interaction.And because the government plays the leading role in the whole self-government,the interaction between grassroots politics and community self-government is very close,which revolves around grassroots political power organizations and neighborhood committees.Based on the data,this study raises the research question,"Under the interaction of urban community autonomy and grass-roots politics,what is the public entanglement among the relevant subjects of community autonomy and how does it come into being?" Based on this,this study selected three communities in Wuhan for case study.It collects data by means of semi-structured interview,WeChat ethnography and literature research,and then elaborates on the case in detail to analyze the public entanglements in urban community autonomy.According to the theory of interaction between state and society and synergy theory,this paper adopts Migdale’s "state in society" analytical path.And based on the "system-life" analysis method in the theory of interaction between state and society,this paper takes the field of institution and the field of life as the breakthrough point.Then,combining with the characteristics of the dynamic balance relationship of Stakeholders in synergy theory,this paper constructs an analytical framework of "autonomous community-interest games-marginal innovation".Finally,through the combination of theory and practice,this study analyzes the community public entanglements caused by the interest game.They are organization entanglement,system entanglement and right entanglement.To sum up,this paper advocates marginal innovation around the main bodies of street offices,neighborhood committees,industry committees,residents or owners and property service companies,that is,to build the new publicity of community autonomy.This paper puts forward some suggestions and countermeasures to resolve the marginal entanglement from the three aspects of clarifying the basic functions of the main body of community autonomy,expanding the institutional space of urban community autonomy and cultivating the public consciousness of urban community residents.
