| China is a traditional agricultural country,many people live in the countryside.Whether the countryside is prosperous is related to the layout of our country’s modernization cause.There are many concrete manifestations of rural issues,and one of the most urgent issues is rural governance.How to arrange rural governance is worldwide and historical,with far-reaching influence and wide-ranging coverage,.The rural governance system,also known as the rural governance model or the rural governance structure,is broadly defined as the behavioral patterns of the various subjects of rural governance based on their respective powers and responsibilities,and their relationships with each other.This article mainly discusses the problems about rural governance that occurred in the Baimiao Town,Yuechi County,Guang’an City.actual visits and information gathering are implemented to find the causes of the problems,and explores the countermeasures to solve the corresponding problems.First of all,the author understands the collaborative governance theory,multi-center governance theory and other theoretical foundations and determines the basic framework of the thesis by consulting and sorting out a large number of domestic and foreign documents.Secondly,different questions were set up in response to the villagers’ views on the nature and role of different governance entities in the rural governance process.Moreover an anonymous questionnaire survey was conducted to sort out and systematically analyze the recovered effective questionnaires,so as to learn about the Guang’an Bai The development of rural governance in Miaozhen.At the same time,we interviewed grassroots staff and villagers in Baimiao Town to understand the current situation of rural governance in Baimiao Town and the difficulties encountered.Including:There are a few dilemmas.First,the problem of "administrative" of the "two committees" of the village is prominent;second,the governance capacity of village cadres is weak;third,the administrative power of the township and the power of village self-government conflict;The last,the development of non-governmental autonomous organizations is not enough and the supply of public products is insufficient.After interviewing local residents and analyzing questionnaires,interview transcripts,we have discovered the reasons causing above-mentioned problems.That is the “two committees” in this village had improper positioning of powers and responsibilities,and lacked motivation to encourage rural talents to the city.Moreover,the rural legal system in this village is not perfect.The participation of farmers in rural governance is low,and the agricultural economy is weak,unable to support the supply of public goods.Finally,combined with the actual situation of Baimiao Town,the author puts forward suggestions and opinions from several aspects,such as clarifying the role of township government and village "two committees" in rural governance according to law,attaching great importance to the construction and development of rural village level organizations,improving the institutionalization level of rural multi Consultation Co governance mechanism,and making up for the talent shortage in rural governance. |
