With the implementation of the rural revitalization strategy,the rural society presents some new characteristics in economic conditions,rural order,values and other aspects,and the foundation of rural social governance has changed accordingly.The weakness of traditional grass-roots governance makes grass-roots consultative governance stand out as an effective governance mode.With the comprehensive development of consultation practice,the contradiction between the complexity of rural society itself and the one-sided supply of grassroots consultation system,the tension between diverse equal participation and elite dominance,and the gap between the comprehensive quality of the main body of consultation and the requirements of the system make the rural grassroots consultation problems gradually exposed.At present,consultation governance is an important mode of rural grassroots governance.It is of theoretical and practical significance to explore its logic and actual situation and solve the negotiation dilemma under the gap between them for realizing "effective governance" in rural areas.This paper is based on the key question "how does the action logic of multiple subjects influence the practice of rural grassroots consultation governance".Based on the theory of consultative governance,stakeholder and polycentric governance,the paper introduces multiple logic analysis framework and constructs the analysis framework of "multiple action logic" of rural consultative governance.Through the investigation of sample village consultation cases,starting from the action logic of township government,village cadres,non-institutional elites and ordinary villagers,this paper analyzes the formation mechanism of the current rural grass-roots consultation governance dilemma,and puts forward targeted solutions.The research shows that in grassroots consultation field,multiple subjects participate in consultation and governance based on the action logic of different rights and responsibilities,interests,resources and favors.The interaction between the logic of hierarchy,the logic of power-interest,the logic of strategization and the logic of human resources is conflicted.This conflict,together with the lack of institutional supply,the bias of the consultation idea of the main body and the weak material basis of the consultation,has shaped the practice of rural grass-roots consultation.This results in the difficulties of grassroots consultation,such as the habitual intervention of the former,the dissolution of the administration,the marginalization and the disordered participation in the consultation.To be specific,the pressure system and the role of rational economic man make the township government control the negotiation issues and evade the responsibility of the negotiation.The role of "government agent" is strengthened and driven by their own interests,so that village cadres cater to the demand of implementation upward and filtering negotiation downward;The dual needs of pursuing interests and avoiding risks make common villagers adopt the strategy of contingency negotiation.Seeking resources and exchange of favors make non-institutional elites reach a cooperative relationship with village cadres and interact with ordinary villagers.To solve the current difficulties of rural grass-roots consultation,we can follow the following governance paths: accelerate the village economic construction,and consolidate the material foundation of rural grass-roots consultative democracy development;We will strengthen community-level consultative bodies and promote pluralistic co-governance under the guidance of Party building.Optimize the supply of consultation system to ensure the standard operation of grassroots consultation management mechanism;We will foster a new type of consultation culture and create an equal and appropriate atmosphere for consultation.
