The Problems And Countermeasures Of The Supply Of Rural Public Legal Services In Pingshan County

With the vigorous implementation of the principle of ruling the country according to law,China’s rule of law construction has achieved certain results,and the idea of the rule of law gradually gains popularity.However,the current construction of the rule of law in China is unbalanced and inadequate,and there is a big gap between urban and rural areas.In rural areas,such as land disputes,family disputes,migrant workers ask for salary and other problems continue,the demand for public legal services in rural areas is growing,so it is necessary to speed up the pace of legal construction.In recent years,China proposes to build a country ruled by law.The construction of "one village(community)one legal adviser" system has been carried out all over the country,and the public legal service platform has been built,so as to promote the development of public legal service in China through practice and exploration.Pingshan County is located in a remote area in Yibin and is a state-level impoverished county that has just been lifted out of poverty.Restricted by the natural environment and economic conditions,the construction of rural public legal services is relatively lagging.How to achieve full coverage of rural public legal services in Pingshan County in accordance with the country’s requirements for building a country under the rule of law is an important challenge and it is worthy of further exploration.At the same time,the research on rural public legal services in Pingshan County also has reference significance for the construction of rural public legal services in other backward areas in China.This article takes the supply of rural public legal services in Pingshan County as the research object,and takes the new public service theory and polycentric self-governing theory as the research foundation.The article analyzes the situation of rural public legal services in Pingshan County from several dimensions such as the public legal service supply platform,supply content,supply mode,supply system,rule of law propaganda,and supply of funds.Through reading relevant literature,conducting interviews and questionnaire surveys,conduct in-depth research on the supply of rural public legal services in Pingshan County.By summarizing and sorting out the collected data,it analyzes the status quo of rural public legal services in Pingshan County,the existing problems and the causes of the problems.Finally,combined with the actual situation of the local area,it puts forward the countermeasures to solve the problems in the supply of rural public legal services in Pingshan County.Through investigation and analysis,this article concludes that the rural public legal services in Pingshan County mainly have the following problems: First,the platform construction is lagging behind,and the village-level public legal service offices and people’s mediation offices are still far away from full coverage.The main reason is that the rural public legal service funding guarantee model is single,resulting in insufficient funds.The third is insufficient content of public legal services.The main reason is the imperfect supply system,single supply channels and supply methods,and the lack of necessary accountability mechanisms,supervision,assessment and incentive mechanism.Fourth,the awareness rate of public legal services is low,and the awareness rates of services and platforms are low.The main reason is that there is less publicity of public legal services.In response to these problems and the causes of the problems,this paper puts forward countermeasures and suggestions for improving the supply of rural public legal services in Pingshan County:First,strengthen the construction of rural public legal service entities,networks and hotline platforms,so that farmers can obtain legal services more conveniently.Second,Improve the funding guarantee system,including increasing funding for rural public legal services,broadening funding channels,and strengthening the supervision of funding.Third,Improve the public legal service talent guarantee mechanism,such as perfecting the legal system talent cultivation mechanism,and integrating the rural public legal service talent resources.Fourth,Improve the public legal service supply system,including supply channels and supply methods,related accountability mechanisms,supervision and assessment mechanisms,incentive mechanisms,etc.Fifth,Strengthen the publicity of the rule of law and cultivate the cultural atmosphere of the rule of law in rural areas,including establishing an institutionalized mechanism for popularizing the law,increasing the frequency of publicity of the rule of law,and optimizing the methods and content of publicity.These suggestions can be used as a reference for the provision of rural public legal services in Pingshan County and other regions.
